Position Summary
The Massachusetts Department of Transportation is currently seeking qualified candidates for the position of Deputy Director of Emergency Management. The Deputy Director of Emergency Management will report directly to the Director of Security and Emergency Management and manage activities, operations, personnel, projects, and services related to emergency management and preparedness. The individual in this position will perform these functions for all MassDOT/MBTA divisions and in close coordination with the S&EM Systems, S&EM Operations, and S&EM Projects groups.
Duties and Responsibilities
Ensures the timely development and updates to the comprehensive emergency management and response plans for all MassDOT operating and support units. These plans will meet and exceed the federal regulatory minimum requirements under the National Incident Management System and Incident Command System and include MassDOT/MBTA Emergency Management Plans, Continuity of Operations Plans, and other related plans as needed or required by regulation. Manage the department's team of Emergency Management professionals.Coordinate and establish strong working relationships with and among the various MassDOT departments and divisions on issues pertaining to emergency management. This includes leading and regularly convening the MassDOT Emergency Management Committee, which consists of critical infrastructure and public safety stakeholders form around the state.Evaluate personnel, equipment, training, etc. required to respond to all manner of emergencies, both short and long duration. This includes the design, conduct, and evaluation of drills and exercises (discussion-based or operational) in support of MassDOT and MBTA divisions' regulatory requirements and operational needs. Work closely with external partner agencies to advance MassDOT and the MBTA emergency planning and preparedness. This includes the Massachusetts Emergency Management Agency (MEMA), a division of the Executive Office of Public Safety and Security, and other officials with other local, state, and federal law enforcement, transportation, security, operations, facilities, and similar organizations.Conduct and/or facilitate critical incident or event After Action Reviews for MassDOT and MBTA divisions as needed. This includes maintaining proper documentation and improvement action tracking. Manage a MassDOT/MBTA-wide security and emergency preparedness training program for employees. This includes developing and delivering customized training to various employee groups across all divisions and departments.Serves as MassDOT/MBTA liaison along with the Emergency Operations Lead, with the Massachusetts Emergency Management Agency (MEMA) and the Federal Emergency Management Agency (FEMA) for all emergency planning activities as well as during any ESF1 response activations or events. Oversees the MassDOT S&EM Emergency Operations Lead, an individual whose role it is to manage MassDOT's ESF1 team and associated technology, documentation, and logistics to ensure readiness for MEMA activations, both short and extended duration.Develop, review, disseminate, and enforce policies, plans, and SOPs relating to emergency management both internally within the department and with regard to employee roles across the organization.Manages budgetary responsibilities relating to emergency management. Includes working with Director, Budget Administrator, and Projects Administrator to develop, plan, and track emergency management budget and review and approve invoices pertaining to emergency management.Coordinates with department Projects Administrator to ensure projects are tracked and coordinated with other groups.Manages the MBTA and MassDOT Emergency Operations Center(s). This includes preparing, staffing, and supporting these spaces as needed in advance of, during, and following an activation.Represents the Director of Security & Emergency Management to senior leadership, other agencies, and elsewhere as needed and as directed, including staff meetings, special event planning, briefings, and more.Performs other duties as assigned by the Director of Security and Emergency Management.On call 24/7 to receive and address calls and notifications relating to emergencies and other incidents; responds to and coordinates response to emergencies, requests, and other situations as appropriate. This includes supporting the Emergency Operations Lead and ESF1 activities as appropriate, to include serving as an ESF1 liaison when needed.

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
