  Job Description

  The Parole Board is an agency within the Executive Office of Public Safety and Security (EOPSS) with the decisional authority in the Commonwealth of Massachusetts for matters of parole granting and parole supervision.

  The Parole Board's mission is to promote public safety through supervised, conditional release of inmates to the community, so that a successful transition from confinement to discharge from parole provides a basis for continued responsible conduct. We serve the public, victims, inmates, parolees, and petitioners throughout the Commonwealth by conducting face-to-face parole release hearings, providing notice and assistance to victims, supervising parolees in the community, and providing reentry services to those leaving custody with no mandated post-release supervision.

  The Deputy Chief Parole Supervisor - Transitional Services (TS) assists the Chief Parole Supervisor - Transitional Services (TS) in overseeing, managing, directing, and planning all Transitional Service Unit operational activities of the Massachusetts Parole Board under EOPSS.

  The Transitional Services Unit (TSU) is comprised of approximately 50+ employees who are responsible for coordinating transition planning activities to ensure that all offenders released to and subsequently discharged from parole supervision are in the best position possible to attain a successful reintegration. Otherwise referred to as re-entry planning and/or case management. TSU staff is spread throughout the state and are present at all 32 correctional facilities in the state.

  The Deputy Chief Parole Supervisor:

  - Assists the Chief Parole Supervisor in directing and managing staff in executing five critical agency functions:

  o (1) calculating parole eligibility dates for all inmates;

  o (2) interviewing and preparing all inmates for parole hearings;

  o (3) conducting risk/needs assessments for all inmates eligible for parole;

  o (4) providing information for Board Members used at all parole hearings; and

  o (5) enhanced understanding of re-entry and/or case management, planning and coordinating the release of all inmates who receive parole. This requires sound judgment in order to make information available to Board Members in order for the Board to make critical release decisions on behalf of the agency and the public.

  - Aides the Chief Parole Supervisor with the important public safety responsibility of planning and overseeing case preparation, parole hearing activity, and release processes that incorporate community safety needs, evidence-based practices, and specific knowledge of regional and local program resources.

  - Provides direct supervision at the direction of the Chief, to Institutional Parole Officers (IPO's) (whose primary work location is comprised of approximately 16 correctional facilities).

  - Responsible for coordinating Parole Board decision making activities and disseminating time-sensitive information as well as other parole-related confidential and non-confidential information to and from the Commonwealth's state and county penal facilities.

  - Assists the Chief Parole Supervisor in overseeing the organization of parole hearings, the development of transitional plans, coordination, and communication of these plans to field parole officers, and the execution of Parole Board decisions.

  - Assists in overseeing the development, implementation, and monitoring of quality assurance procedures. All of these efforts support the Parole Board's informational needs for parole hearings and the re-entry of offenders under parole supervision.

  - Carries out initiatives with a focus on re-entry efforts and case management strategic plans, and requests of the Chief Parole Supervisor, Chairman, the Executive Director, and Parole Board Members.

  - Reviews and revises policies, and conducts training on parole matters for parole staff and other criminal justice agencies.

  - Coordinates staff coverage so all correctional facilities can stay within their 60-day (Parole Eligibility) PE window and further ensure eligible parole subjects can have meaningful and timely hearings and releases.

  - Continuously works on strengthening professional relationships and partnerships with the Department of Corrections and county facility counter parts, to ensure all major TSU responsibilities and the parole functions are being carried out.

  - Ensures all TSU Staff are accurately documenting cases files, CJIS checks, office votes, change of votes, rescissions, appeals, reconsiderations, warrants, new commitments, transfers, and all other applicable data entry into Parole's current database, Spirt II.

  The successful candidate:

  - Should have experience within the fields of correction, parole, probation, or community corrections.

  - The incumbent must possess superior skills related to management, problem solving, strategic planning, policy implementation, evidence-based practices, re-entry planning, and leadership. The incumbent must have knowledge and understanding of the agency's strategic plan, policies, procedures, and statutory mandates.

  - The incumbent will be knowledgeable in the critical areas of parole eligibility, parole hearing preparation, and parole rules and regulations.

  - Focusing specifically on transitional and aftercare issues will have a direct and immediate effect on recidivism. It begins with a written assessment of the offender risks and needs. The LS/CMI assessment will be used as the basis for transitional and aftercare treatment during incarceration and upon release. Additionally, the assessment allows the Parole Board to have a better understanding of the offender's risk level and core needs prior to his or her release. This assessment will determine the level of supervision and services needed upon release; it will give parole officers better tools and information; and it will provide the Board with improved decision-making information.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
