Job Description
The Deputy Budget Director is a senior member of the budget team to the Senate Committee on Ways & Means (Committee). This position has a broad portfolio of analytic, advisory, management, and administrative responsibilities. The Deputy Budget Director oversees the daily workload of the budget team, including communication of team goals and objectives, workload assignment, employee recruitment and hiring, data development and tracking, and review and approval of staff memoranda and other staff products. The Deputy Budget Director is recognized as an authority on state budget issues, procedures, and policy.
The Deputy Budget Director reports to the Budget Director.
Primary Duties and Responsibilities:
• Collaborate with the Budget Director to develop assignments for analysts.
• Advise the Committee Chair, Budget Director, and Senators and their staff on a broad range of budgetary issues.
• Maintain a portfolio of budget accounts, analyze revenue projections, and budget requests, and make recommendations for entities within that portfolio.
• Serve as liaison between the budget team and the Budget Director to ensure that goals, objectives, and information are effectively communicated across the budget team.
• Direct the hiring process for new fiscal policy analysts.
• Edit and approve analyst memos and other staff products before submission to the Chair, Chief of Staff, and Budget Director.
• Develop complex revenue and expenditure spreadsheets for internal analysis by budget team.
• Track and produce annual report on monthly and yearly tax revenue collections.
• Serve as main point person on consensus revenue hearings logistics and prepares fiscal and economic analysis before consensus revenue hearings.
• Manage and provide fiscal analysis and recommendations for state appropriations for debt service and the legislature.
Other Responsibilities and Duties May Include:
• Serve as point person for Senator budget requests and the amendment review process, tracking and reviewing amendments and fiscal impacts of budget items and amendments as assigned.
• In the absence of the Budget Director, perform the duties and responsibilities of the Budget Director for the operation of the budget team.
• Perform other duties as assigned.
Qualifications
1. Bachelor's degree and at least 2 years of relevant work experience, or any of the following combinations of education and experience:
a. Associate's degree and at least 4 years of relevant work experience;
b. Graduate degree or higher in a related field and at least 1 years of relevant work experience; or
c. At least 6 years of relevant work experience.
2. Management or supervisory experience and ability to motivate employees.
3. Detailed knowledge of the state budget process and legislative procedure.
4. Advanced analytical computer skills, especially in spreadsheet (Microsoft Excel) applications.
5. Knowledge of office computer applications, such as Microsoft Office Suite and remote meeting platforms.
6. Excellent interpersonal skills and temperament to communicate with a variety of personalities and stakeholders in a tactful, positive, collaborative, and professional manner.
7. Ability and experience in trend analysis and forecasting.
8. Excellent oral and written communication skills.
9. Strong organizational skills and attention to detail.
10. Ability to think critically and work independently and as part of a team.
11. Ability to produce quality work under pressure and in a fast-paced environment.
12. Ability to maintain a flexible schedule including working extended hours, possibly on nights and weekends.
