Visit www.atf.gov Responsibilities This position is located in the Office of Human Resources and Professional Development (HRPD), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in Washington D.C. The primary purpose of the Deputy Assistant Director, Chief Learning Officer (CLO) is to act as an integral member of the Director's executive staff and principal partner and incumbent is responsible for developing and implementing nationwide training and administrative resources for all ATF employees. The CLO is responsible for the following. Develops and provides vision related to ATF policy, advice, and guidance to the AD HRPD, and ATF leadership on planning, coordinating, and directing Bureau-wide learning and workforce development policies and programs. Designs, and oversees execution of, and research needed to improve the Bureau's understanding of policy and programming issues. Develops and establishes training and development policies/programming options, and recommends appropriate choices to senior management, based on a comprehensive analysis of development problems, alternative actions, objectives, and consistency to establish a method to globalize the learning technology strategy, the consulting process, e-Learning, and other elements of corporate training. The CLO plans, develops, and manages critical large-scale Bureau-wide programs, such as determining the overall integration process for significant changes to ATF learning management systems with other ATF programs. Manages and directs the development of ATF's training objectives. Conducts assessments of ATF's Service operational and administrative programs to identify training needs and develops annual training plans. Demonstrated experience in providing vision related policy, advice, and guidance to senior leadership on planning, coordinating, and directing learning and workforce development policies and programs for a multi-level organization. Broad management experience in planning, developing, administering, and directing a training organization, including overall responsibility for short- and long-range program planning, allocation of human and material resources, development of operational guidelines and policies, implementation of technology solutions, and creation of new methods and procedures to develop training incentives for an organization. Demonstrated knowledge of preparing the annual training budget, and projects annual resource requirements and submits requests/justifications. Based on resource allocations, determines which programs and/or projects to initiate, curtail, or drop. Monitors and justifies major program expenditures. Experience with attending meetings and conferences with government officials, representatives from federal, state, and local governments, officials from private and/or public organizations, and the general public and establishes and maintains a network of contacts with counterparts in these agencies to exchange key training and learning information to further the existing and future training initiatives of an organization. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
