Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers, farmers, work with cities, towns and organizations, and environmental justice populations to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.
The Executive Office of Energy and Environmental Affairs, Division of Conservation Services (DCS) seeks applicants for the DCS Resilient Lands Open Space Grants Administrator - Regional Planner IV.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Assist in the planning and implementation of Secretariat resilient lands protection and management policies, programs, and initiatives.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
1. Coordinate and implement open space protection and/or stewardship grant programs - including drafting grants materials such as grant applications, proposal evaluation criteria, and related documents to implement the Secretary's priorities, running workshops for applicants, evaluating sites proposed for acquisition of land, trouble-shooting with grantees, overseeing completion of management plans and property and grant agreement recordings to assure permanent conservation, investigating conversions of land to non-conservation uses from past grants, maintaining files to assist in maintaining land in permanent conservation, and assuring projects are completed on time and to EEA specifications;
2. Administer contracts with municipalities and non-profit organizations to support open space protection and/or stewardship grant programs relating to implementing the Resilient Lands Initiative;
3. Prepare maps and conduct analysis using Geographic Information System (GIS) software and data as needed to enhance grant administration, research, prioritization, and overall conservation impact of the Division of Conservation Services;
4. Draft and review reports, assist with federal grant applications, and assist in planning, drafting, and delivering presentations for conferences and forums involving agencies and outside entities;
5. Perform additional duties as assigned by the Director of Conservation Services.
PREFERRED QUALIFICATIONS
1. Knowledge of the principles and practices of land conservation, climate change, and environmental justice.
2. Knowledge of the terminology and standard abbreviations used in land conservation.
3. Knowledge of the social, economic, and technological factors, trends and problems involved
in the conservation of land and natural resources.
4. Knowledge of the terminology, symbols, codes and standard abbreviations used on maps.
5. Knowledge of ArcGIS software for data analysis and map making
6. Knowledge of the methods of general report writing.
7. Knowledge of the methods used in the preparation of charts, graphs and tables.
8. Knowledge of the terminology and standard abbreviations used in statistics.
9. Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence.
10. Ability to maintain accurate records.
11. Ability to follow written and oral instructions.
12. Ability to communicate effectively in oral expression.
13. Ability to give written and oral instructions in a precise, understandable manner.
14. Ability to deal tactfully with others and establish rapport with persons from different ethnic, cultural
and/or economic backgrounds.
15. Ability to establish and maintain harmonious working relationships with others.
16. Ability to work independently.
17. Ability to exercise sound judgment.
Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years d the required (A) experience.
II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis on the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitution will be permitted for the required (C) experience.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
