Job Description Data Manager will successfully apply their years of experience in data analysis to support the Associate Director and/or Senior Leadership on any of our myriad of clients within the health and wellness industry. Paramount to this success will be the ability to utilize the many data sources at the disposal of the BI/data team to not only analyze data active in the marketplace, but also the ability to translate these learnings into realistic goals for our teams.
While every engagement is unique, typical engagements require the person to:
• Act as Lead Data Manager on studies being conducted in-house, this including, but not limited to query review and generation, database build (design and UAT) and revisions, study metrics, database administration, manual and electronic validations, data transfer specifications and other accompanying tasks.
• Synthesize the data available into insights/recommendations about the success of our programs in transforming the behavior of our target audience (most likely healthcare professionals, patients/prospects or a combination of the two) while identifying opportunities for program optimization and enhancement.
• Conduct analytical and statistical study of business processes; synthesize and interpret information to aid fiscal & operational teams effectively.
• Perform data exploration, cleaning, and analysis as well as identifying key patterns, trends, and anomalies in the data.
• Translate complex quantitative and qualitative data as provided by data analysts , into visuals and reports for varying audiences.
• Provide data management oversight for studies that have been contracted to a vendor, liaising with the vendors on multiple studies of moderate complexity (with minimal supervision or direction).
• Analyze & study data metrics to continually assess both data quality and study progress; share these metrics and escalate issues whenever necessary for timely resolution of data issues.
• Assist in tracking and reporting on key performance indicators for programs and projects.
• Interpret data & analyze results using statistical techniques and provide ongoing reports.
• Work with departmental staff and agency officials in contract compliance.
• Provide input to optimize internal processes and documentations, templates and work instructions.
• Ongoing analysis and preparation of periodic reports on program activities and progress of contracts
• Prepare regular and special budget reports such as the Business Associate checklist to ensure compliance with the Health Insurance Portability and Accountability Act (HIPAA)
• Annually and per revisions review and assess provider contracts to determine their level of activity with the City of Philadelphia.
• Serve as Box Group Admin responsible for creating and monitoring IDS data and information for all its users within IDS office. Box is a cloud application for content and file sharing. DBHIDS utilizes Box to manage content and sharing files securely among the department employees.
• Ongoing review and assessment of IDS Scope of Work narratives from contracted providers to insure service compliance with program contract
• Acquire knowledge of all past and current financial reports. Utilize reporting tools to create interactive customized reports/dashboards to fit the current needs.
• Participation internally and externally on committees, cross-systems groups, teams, and initiatives.
• Establish and maintain a working environment which fosters open communication, collaboration, integration, and teamwork.

Competencies, Knowledge, Skills and Abilities
• Ability to use computer software packages, including but not limited to: Microsoft Office and advanced understanding of Excel, moderate to advanced understanding of SPSS or R.
• ability to use ArcGIS in the Competencies, Knowledge, Skills and Abilities section. Also add Qlik, the department's analytic software.
• Excellent quantitative and data analysis skills
• Ability to initiate and drive projects to completion, with minimal guidance.
• Extremely strong attention to detail and accuracy
• Strong knowledge and experience with statistics, evaluation, and analysis
• Excellent written and verbal communication skills with the ability to collaborate and work with others.
• Ability to prioritize and respond to requests with speed and agility.
• Ability to effectively communicate theoretical and analytical concepts and findings, both oral and written
• Knowledge of addiction services network/community resources
• Knowledge of practices and procedures used in the examination of fiscal documents and records.
• Knowledge of principles, practices and procedures used in preparing annual program budgets.
• Ability to gather, correlate and analyze budgets, funding streams, financial allocations and other relevant data.
Qualifications • All candidates MUST possess the following: Completion of a bachelor’s degree program at an accredited college or university in the social or behavioral sciences, education, public health, public administration, information management, or related field of study. Experience with performing data analytics, modeling and statistical analyses.
• Total work experience may be replaced by Master’s level degree in public health, public administration, psychology, law, social work, human services, social policy, or a related field with 5 years’ experience. At least 5 years’ experience working with system coordination and organizational development.
• We’re seeking an experienced Manager of Business Intelligence/ Data, to ensure our data is best utilized by our department to optimize our performance. You will be an integral part of a cross functional team that ensures the right data is pushed to the right teams in the right way. The ideal candidate knows how to structure data, create useful metrics and present to stakeholders in user friendly ways.
Additional Information Salary Range: $85,000 - $95,000
Starting salary to be determined based on experience and qualifications.
