The BSAS Contracts Business Specialist (Business Management Specialist) is responsible for ensuring that all assigned contracting and funding activity is completed on time with accuracy. This position will be responsible for preparing the scope of work and budget justifications as well as completing all aspects of contracting with vendors and contractors including award letters and any contract extensions or modifications including line-item adjustments. The Contracts Business Specialist will also be responsible for assisting the Director of Administration & Finance, the Assistant Director of Administration & Finance, and the Management Analyst III with the preparation, processing, and monitoring of all General Accounting Encumbrances, all Commodity Purchase Orders, and all lower subsidiary Contractual Encumbrances. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Work closely with all staff responsible for contractual compliance and programmatic oversight. * Prepare scope of work and budget justifications as well as completing all aspects of contracting with vendors and contractors including award letters and any contract extensions or modifications including line-item adjustments. * Prepare all ISA's as well as monitor and track expenditures and serve as the ISA liaison between the Budget Office and BSAS and meet with the appropriate contract managers on ISA related issues. * Prepare, process, and monitor of all general accounting encumbrances utilizing MMARS, EIM/ESM, PTS and COMMBUYS, all commodity purchase orders, and all lower subsidiary contractual encumbrances including client service contracts. * Ensure proper vendor codes are utilized as well as set up and modify when necessary. * Organize and manage an electronic filing system for lower object classes vendor files as necessary to assure appropriate documentation and record keeping of active and archived files, adhering to all applicable state and federal requirements and laws. * Fiscal contract management, including establishing new contracts, processing renewals, designation of object codes. * Coordinate timely completion of all assigned contracting, and funding activity with accuracy for all object classes. * Assist the Director of Administration & Finance, Assistant Director of Administration & Finance, and the Business Management Analyst III with the preparation, processing, and monitoring of all General Accounting Encumbrances, all Commodity Purchase Orders, and all lower subsidiary Contractual Encumbrances. * Participate in the RFR planning process, evaluate new proposals, and grade applicants. * Construct letters to providers informing them of new awards. * Prepare amendments for existing and new contracts. * Work closely with the Purchase of Service (POS) office on all contracting tasks. * Activate contracts in Enterprise Invoice Management (EIM) system annually and verifies budgets in EIM. * Coordinate the Bureau's contracted translation services. Assure the review and/or submission of all approved vendor translation services requests. * Maintain a detailed history of all object class transactions throughout the fiscal year. * Monitor accounts and tracks expenses. Ensure efficient usage of funding sources throughout the fiscal year. * Assist with federal grant coordination and audit compliance, federal grant contracting, expense monitoring, spend down processes, including contracts under the Substance Addiction and Mental Health Administration (SAMHSA) State Opioid Response (SOR) grant. _Required Qualifications:_ * Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, and organizational development. * Understanding of work simplification methods. * Knowledge of the methods used in the preparation of charts, graphs, and tables. * Understanding of the methods of general report writing. * Well versed in Microsoft Office including Excel, Word, and PowerPoint. * Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc., governing assigned unit. * Capability to analyze and determine the applicability of data, to conclude, and make appropriate recommendations. * Capacity to gather information by examining records and documents and by questioning individuals. _Preferred Qualifications:_ * In-depth knowledge of State and Federal contracts, regulations, and laws governing substance addiction services and their fiscal oversight. * Billing, forecasting, budgeting, and auditing experience. * Working knowledge of the BSAS business rules and business applied systems. * Capacity to understand and apply the State and Federal laws and regulations governing substance addiction treatment Programs. _About the Bureau of Substance Addiction Services _ The Mission of the Bureau of Substance Addiction Services (BSAS) is to foster healthy life choices through culturally responsive services that prevent, treat, and promote recovery from substance-related disorders.
