In this role, you are an important member of the Classification & Compensation Unit (C&C) within the Human Resources Division (HRD) and report directly to the Director of Classification & Compensation.
You will have the opportunity to:
Guide secretariats and agencies on all aspects of the hiring guidelines, compensation rules, and classification process.Lead C&C projects and initiatives.Manage a team of three amazing analysts.
C&C is a small, yet mighty, close-knit team that works closely together to deliver services to our constituent agencies. While your role primarily manages the C&C analysts and key initiatives, we are an "all hands on deck" team who pitch in to help each other or other business units.
C&C has dual responsibilities. The first is to enable the Commonwealth to hire and retain a high-performing workforce through innovative compensation policies, updated classification specifications, modern hiring processes, and effective approaches to performance management for managers and employees. The second is compliance; our job is to ensure salary administration rules, classification rules, and hiring processes are implemented correctly and consistently with relevant contracts, guidelines, and laws.
Responsibilities:
Supervise and lead a team of three analysts in carrying out their assigned responsibilities.Lead initiatives, projects, and priorities:Serve as the manager and primary contact for the National Compensation Association of State Governments (NCASG).Lead yearly and ad-hoc salary survey participation and data collection.Utilize market compensation software (e.g., Salary.com, PayScale, etc.).Leverage all available tools to proactively identify potential compensation gaps or issues.Create new reports to monitor workforce compensation health.Price jobs to local relevant compensation markets.Connect and maintain Commonwealth jobs to benchmark compensation titles.Manipulate and present data effectively using Microsoft Excel.Utilize pivot tables and formulas to maintain salary charts and evaluate requests.Act as the business lead for the C&C Service Now platform and forms.Suggest enhancements and changes to improve the customer and analyst experience.Guide assigned agencies:Assist or answer questions on all aspects of the hiring process, including compensation rules, classification processes, and performance management systems.There are two performance management systems: the Employee Performance Review System (EPRS) and MassPerform. EPRS serves more than 40,000 bargaining unit employees across the executive departments. MassPerform is the annual performance review process for more than 4,000 managers.Review and approve requests, following relevant rules and guidelines.Conduct hearings and issue decisions on classification and performance rating appeals.Lead and conduct quarterly audits of delegated personnel transactions.
Preferred qualifications:
Strong supervisory experience.Excellent customer service skills. Efficient organizational practices.Robust writing skills, adapting to a myriad of audiences. Ability to research and analyze information to inform strategic decisions.While state experience is a plus, it is not a requirement to be successful in this role.

HRD has a hybrid work policy. Hybrid work is a mix of in-office work and telework. This position will work remotely on some days and in person on other days. Currently, this position teleworks 90% of the time. However, this is always subject to change.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
