Job Description
The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways.
The Department of Conservation and Recreation/DWSP is seeking qualified candidates for the position of Civil Engineer III in the Wachusett/Sudbury region.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
Oversight of WachusettSudbury internal roads including developing and updating road plans, developing annual maintenance program and design and oversight of repairs and upgrades to roadway system, drainage systems, and parking areas. Assist with property boundary work for Wachusett/Sudbury Section and Division Projects in the watershed including survey and encroachment resolution. Perform Follow-Up Inspections following Office of Dam Safety recommendations for Poor Condition Low Hazard dams. Assist with vertical building demolition, repair and construction projects within the Wachusett and Sudbury watersheds. Permit engineering projects by developing permit documents and attending meetings. Perform engineering project work in the watershed and participate in other watershed protection duties as appropriate.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:
-Assist with documentation and utilize field survey data to prepare plans.
-Assist with determining property lines, investigating ownership and assists in the estimates or settlements with property owners as directed.
-Assist with investigating land ownership and encroachment issues including research, land takings, easements and right of way documents.
-Prepare and review detailed plans and maps for engineering projects, verify computations and plans made by others for accuracy and requirements make recommendation for change.
-Assist with the management and oversight of construction projects.
-Assist with evaluating facility repair, renovation and replacement requirements and develop appropriate plans.
-Assist with the development and management of work plans, budgets and contracts for the construction, demolition, renovation and repair work for watershed facilities.
-Recommend alternate methods of construction and/or substitution of materials specified to resolve problems as they occur.
-Assist with planning, design and oversight of dam removal, stream and environmental restoration projects, as needed.
-Oversee facility construction or repair projects, as needed.
-Develop and maintain watershed road plans and program.
-Evaluate DWSP internal roads and parking areas; develop work plans and monitor progress.
-Design and oversee roadway and parking area improvement projects.
-Assist with development of the forms, documents, and materials for the permitting of engineering projects, as needed.
-Perform Follow-Up Inspections following Office of Dam Safety recommendations for Poor Condition Low Hazard dams.
-Represent the Division and present information at public hearings or meetings for permitting purposes.
-Develop work orders and plans as assigned.
-Assist Regional Engineer, Assistant Regional Engineer and other staff or sections with programs and projects, as needed.
-Assist with emergency response, as assigned.
-Knowledge of the Wetlands Protection Act.
-Knowledge of Watershed Protection Act (WsPA).
-Attend and present as needed at Town Conservation Commission Meeting
-Perform other duties as required
QUALIFICATIONS ACQUIRED ON JOB
-Aquatic and terrestrial spill response training program
-Dam safety inspection methods
-Use and application of Carlson Civil Suite Civil Engineering software
-Threat Awareness
-IS 700, ICS 100 & ICS 200
Preferred Qualifications:
-Ability to work cooperatively with others.
-Ability to read and interpret plans and specifications.
-Ability to work in the field in all weather conditions and in the office.
-Knowledge of construction materials, survey, engineering design and safety standards governing the construction industry.
-Experience/knowledge of computer aided drafting programs such as AutoCAD and other computer software packages used in preparing infrastructure improvement projects and plans.
-Experience with and knowledge of ArcGIS Online tools and applications preferred.
-Strong organizational skills.
-Strong written and verbal communication skills.
-Possession of a Massachusetts Professional Engineering license in Civil Engineering
This is a hybrid position, however, the chosen candidate is expected to work a minimum of three days in the office during field work seasons
Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway,
architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
