Chief of Party - USAID/LAC Environmental Support Services Contract (ESSC)

Job Description:
ICF is seeking both expatriate and local candidates to serve as the Chief of Party (COP) for an upcoming USAID/LAC Bureau-funded project supporting USAID country-missions and programs throughout the Latin America and Caribbean region with responsibility for the overall management and successful performance of the contract.
This 5-year program will deliver on-demand technical assistance covering: 1) biodiversity conservation, 2) climate adaptation and resilience, 3) natural climate solutions, 4) clean and renewable energy, 5) water resources management, and 6) ocean plastic pollution. The COP will ideally be based in the Washington, DC metro area, with remote working options considered for exceptional candidates.
Responsibilities:
Be the primary liaison with the USAID project contracting officer and representatives, responding to client needs and direction.
Lead and manage the program team – providing the vision, coordination, resource management, and supervision required to accomplish program objectives and to deliver superior quality products and services.
Ensure quality control and responsiveness of technical assistance provided, including necessary adjustments to operations to fit the requirements of USAID.
Qualifications:
Advanced degree in relevant field (e.g., environmental management, biodiversity, conservation, development or environmental economics, public/business administration).
At least 10 years of relevant technical experience working to support related environmental initiatives in the LAC region, with extensive in-country experience.
USAID-funded contract management experience including successful oversight of senior-level expat and local subject matter experts.
Professional Skills:
A proven record of excellent management, leadership, decision-making, and people skills, including being an articulate speaker and empathetic listener.
Demonstrated ability to manage a highly skilled, interdisciplinary technical team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement detailed strategic work plans.
Demonstrated excellence in writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.
Excellent analytical skills with a strong understanding of the full range of environmental support services referenced above.
Fluency in English. Proficiency with Spanish or other local languages strongly preferred.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$141,092.00 - $239,856.00
