Location
This role is based in Bridgetown, Barbados. Occasional travel may be required by the client.
What will you do?
Bixal seeks a Chief of Party (COP) for an active monitoring, evaluation, and learning contract for the USAID/Eastern and Southern Caribbean (ESC) Mission. The COP will provide guidance, leadership, and oversight for a team of local and international monitoring, evaluation, and learning (MEL) professionals. The COP will represent the activity to the USAID Mission in Barbados. As a senior leader, they can provide technical oversight on all types of MEL deliverables and also manage personnel and budget. They are equally comfortable with qualitative and quantitative data and have an interest in or talent for technology. The ideal candidate is a senior performance monitoring, evaluation, and learning professional who is very familiar with the international development context in the Caribbean region. They are solution oriented, resourceful, engaged, and able to work closely with and advise USAID. They are a leader who wants to help improve how development is delivered and are passionate about data and learning.
Responsibilities
Technical Oversight - 80%Support the team in delivering high-quality MEL and capacity-building services as required by USAID. Serve as a thought leader and high-level representative for Bixal to USAID.Serve as chief liaison with and represent the activity to USAID Mission staff, implementing partners, and key local stakeholders including research organizations, government entities, and private sector actors. Oversee and monitor quality of all project activities and timely, high-quality delivery of all deliverables to USAID. Hold ultimate accountability for the quality of work and client satisfaction for Bixal projects under the contract.Work with team to strategically deploy staff and consultants and may serve as a team member to deliver specific assignments as required. Ensure timely and cost-effective delivery of high-quality, demand-driven MEL technical assistance (including assessments, and performance and impact evaluations) to USAID Mission teams, implementing partners, and local partners and stakeholders.Lead the delivery of adaptive management and collaborating, learning, and adapting (CLA) services for clients and stakeholders and model adaptive management within the project.Oversee the development of program strategies, work plans, and MEL plans, as well as programmatic and technical reports to the client.Assist with troubleshooting and problem-solving when needs arise, including delivering services to the client when required.
Budget and Personnel Management - 20%Mentor and support the professional development of all staff and consultants, including identification or development of internal learning opportunities. Be responsible for the budget, ensuring cost-effective management, financial projections, and systems to ensure proper use of funds. Participate in client events and forums to positively represent the organization and develop and maintain relationships with the industry.As appropriate, play an active role in new client acquisition by supporting business development initiatives to enhance and grow Bixal's business in each of the areas that it works.
QualificationsMaster’s degree in relevant field or Ph.D. in the Social Sciences.At least 10 years of experience in MEL and management consulting in international development programs in developing countries, consisting of 5 years leading a similar MEL contract.At least 5 years of experience in program or project management including supervision, staff development, and mentoring.Previous experience in similar roles on USAID contracts, with demonstrated experience designing and managing MEL systems for development projects for USAID.Demonstrated understanding and experience with CLA.Thorough technical knowledge of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.Strong quantitative and qualitative data analysis skills blended with expert writing and verbal communication skills. Proven successful leadership in an intercultural team environment in a development context.Solution-oriented and eager to promote a collaborative, flexible, and creative working environment and relationship among subcontractors and other key stakeholders. Evidence of open and learning-oriented management style.Proven success in leading highly collaborative, dynamic teams and managing change.Proven experience in iterative, flexible, adaptive management of teams and projects.Experience working in the Caribbean, and demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of the Caribbean regional context and development dynamics.Language proficiency in English.Excellent communications and interpersonal skills with evidence of ability to establish strong working relationships with diverse stakeholders.
