The Opportunity
Abt Associates seeks a qualified Chief of Party for the anticipated USAID-funded bilateral Kyrgyzstan Tuberculosis (TB) Activity based in Bishkek, Kyrgyzstan. The project aims to support TB elimination through improved detection, treatment, and prevention of TB, especially drug resistant tuberculosis (DR-TB) in Kyrgyzstan. This activity will implement locally generated solutions to improve TB diagnosis, treatment, and prevention services and reduce the burden of TB in Kyrgyzstan, prioritizing data for decision-making, management capacity, domestic financing, and technical capacities of health institutions, communities, and civil society to reach all persons at risk of TB to prevent, detect, and successfully treat all forms of TB. This position is contingent upon award of the Kyrgyzstan Tuberculosis project to Abt Associates.
Core Responsibilities
Provides strategic direction and technical leadership to produce project results.
Serves as the project’s key liaison with USAID, government counterparts, and local partners/stakeholders.
Provides leadership and technical support specifically for project staff and subcontractors.
Supervise the project’s technical assistance team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation.
Collaboratively create and implement a strategic, long-term programmatic vision.
Monitors the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high-quality work and internal control.
What We Value
Bachelor’s Degree in a related field such as Public Health, Public Administration, Business Administration, or International Development and 15 years of relevant experience; or a master's degree and 12 years of relevant experience. PhD or MD preferred.
Relevant experience in managing similar health programs in complex environments, with a minimum of 7 years as Chief of Party or Deputy Chief of Party for USAID-funded projects.
Experience in a formal setting interacting with executive level government representatives.
Demonstrated experience working with national TB programs and ministries of health to deliver program improvement, experience working with national TB programs in Central Asia, or the former Soviet Union is preferred.
Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests.
Demonstrated technical experience in the following areas: Tuberculosis Prevention, Detection and Treatment; Health Financing.
Demonstrated ability to research and analyze state policies, regulations and standards related to the Public Health and make recommendations for improvement.
Professional fluency in English is required. Ability to speak Russian and/or Kyrgyz is preferred.
