Description
The Project Delivery Division serves as the Engineering Department's client service representatives to assure delivery of all engineering services as requested by the Line Departments. Reporting to the Deputy Chief Engineer, the Chief of Engineering Project Delivery (EPD) will work with staff both within the division, as well as across the Engineering and Line Departments to assure projects are delivered within committed schedules and budgets. The Chief of EPD will provide leadership and guidance for overall project delivery including project initiation, schedule, and budget performance, as well as identification and mitigation of issues throughout project lifecycles.
Responsibilities:
This position will be accountable for the following:
Oversight for all matters related to the Capital Plan and State of Good Repair rescoring effortsOversight for all matters related to management of each Line Department project portfolio housed within the functional units of the divisionEnsure delivery on the agency's committed milestones by working closely with project teams to identify project issues and to drive activities aimed at cost control and schedule recoveryServe as the client service representative with the Line Departments for delivery of engineering servicesContinuous monitoring of the operation of EPD to identify potential areas for improvement to the overall function and to implement strategic/ organizational changes Partner with leadership in the Engineering and Line Departments to meet client expectations by fostering effective collaboration and providing communication to all stakeholders throughout the lifecycle of the projectsWork with Line Departments to minimize scope changesContinuously identifying areas of project delivery improvement and leading efforts to increase the Engineering Department's effectiveness in overall project delivery.Representing the Engineering Department with Capital Planning Oversight committee (CPOC) and Board actions including offsets, project deferrals, scope, budget and schedule baselines, and project contingencies.
Qualifications:
Candidates must present the following qualifications to be considered eligible for this position:
A minimum of twelve (12) years' experience in progressively more responsible positions in the development and delivery of A/E projects.Bachelor's Degree in Engineering or Architecture from an accredited college or universityProfessional Engineer's (P.E.) or Registered Architect's (R.A.) license requiredDemonstrated experience with capital projects that involve significant design and construction elements including the monitoring and reporting of cost forecasts against budgets and the management of project schedules.Demonstrated work history of progressively responsible management positions, including demonstrated experience working with senior and executive level managementExperience managing a large staff compromised of permanent Port Authority staff as well as consultant staffThorough knowledge of Engineering's delivery process including design and construction management, construction estimating and project budgeting and schedulingPossess strong interpersonal, leadership, negotiation and problem solving and decision-making skills.Demonstrated experience in managing and influencing diverse work groups and project teams.Demonstrated ability to develop strategies to achieve broad business goals and to understand the impact on various stakeholders within and outside the Port Authority.Substantive knowledge of Port Authority policies and procedures related to management systems, administration, the capital authorization and agenda review processes and document control.Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique and coordination of people and resourcesAbility to effectively utilize, motivate, and develop staff
