This multi-faceted role encompasses independent management of the full development life cycle (from ideation to deployment & maintenance/support) of business intelligence (BI) products/reports/datasets, both at the micro and macro levels within the enterprise. It involves adherence to compliance and audit requirements for structured and self-service reporting platforms, fostering a data analytics framework, and supporting fellow IT departments and a community of practice for non-IT superusers in BI development. Deliverables include BI products, consultation and training that employ BI to support streamlining and improvement of business processes towards enterprise defined goals/objectives. In addition to typical business analyst responsibilities, this role ensures that data domain development aligns with other related enterprise products spanning across multiple departments, separate systems and platforms , and reinforces and promotes enterprise-level data strategy, security, architecture/warehousing, sustainability, scalability, and optimizing data operations, stewardship, governance, and master data management. This involves ing intermediate project management, BI analysis, data analysis, problem-solving, strategic and human design thinking, process engineering, storytelling and change management to team-managed report products while facilitating the development of these skills for superusers and other developers/vendors, ensuring the use of curated, high-quality enterprise data domain products.
Accountabilities/Responsibilities
Deliverables include BI products, consultation and training, streamlining and improvement of business processes towards enterprise defined goals/objectives. - Product Owner/Lead: Manages the entire lifecycle of enterprise data domains and business intelligence solutions, from concept to deployment, with some supervision. This includes gathering requirements, creating wireframes, developing proof of concept, and conducting and user acceptance testing. Collaborates with stakeholders to prioritize and strategize. Oversees backlog and release management. Identifies key interactions and data dependencies across separate systems and platforms. Documents functional and architectural design elements. Works closely with internal and external technical staff, cross-functional teams, vendors and/or domain specific subject matter experts during development. - User support / ticket management: Responds and follows up on ISS work intake requests and provides client support by researching solutions, maintaining open communication with clients and the project team, tracking defects, performing solution maintenance and ongoing documentation, and provides ad hoc training as needed. - Data Translation/User Training: Develops written guidance/materials and conducts product demonstrations and trainings for end-users. Provides consultation and facilitates collaborative learning of citizen developers/superusers to do the same. Writes and edits product, project and system documentation, user manuals, and multi-media training materials for report owners and end-users. - Data Storytelling and Change Management: Co-creates products with valid, compelling narratives that inform, influence, or inspire an audience, with supporting evidence by employing data, visualizations, communication, user analysis, user interface design and user experience/workflow functionality. Provides consultation and facilitates collaborative learning of citizen developers / superusers to do the same. Supports strategic change management using a holistic, curated program of tools, communication, materials and events in alignment with department/report owners and enterprise user groups to improve user experience, adoption and capacity as a whole. - Enterprise Data Analytics & Stewardship: Performs descriptive / predictive / diagnostic analytics (including AI or machine learning) and validation of enterprise data assets, follow, reinforces and enhances team standards for data security, quality, standards, access and usability and alignment with department goals and strategy and alignment with enterprise data strategy. In keeping with Contractor stakeholder requirements and affected business processes, collaborates with data warehouse engineers/architects on modeling, acquisition/integration, and transformation approaches. Resolutions must account for upstream/lateral/downstream dependencies or effects or implications across the whole data warehouse or development operations (DevOps), concurrent or pending business intelligence product development or other ISS projects, and related and adjacent business processes. Solutions must consider product-specific purpose and requirements and all other business intelligence products under team management or development. - Enterprise Data Operations (DataOps): Follows and suggests improvements to DataOps processes by using operations research/decision science/data science techniques and tools that support enterprise analytics/KPIs and promote enterprise-level data quality, not just project-specific data quality. This includes enterprise/multi-department engagement with stakeholders/data to facilitate widespread organization knowledge, strategy and change initiatives and development of standards/protocols. - Enterprise Data Governance: Independently identifies and raises data governance and master data management issues and collaborates with developers, analysts and data or process stewards or system owners to identify, diagnose, and document problems and supports sustainable or future state solutions. Continually supports and promotes data quality and governance in all aspects of work. - Follows, reinforces and promotes team standards for continuous process improvement, quality data products, and enterprise data management and governance. - Follows, reinforces and promotes organizational diversity, equity and inclusion principles in all internal and external interactions. - Researches, tests and develops new tools such as; predictive/diagnostic Analytics or AI /machine learning. - Continually develops knowledge of a client's business processes and objectives in order to help the client in a problem-solving role to assess user requirements, procedures, and problems to create or improve a system or solution. - Performs other duties assigned.
