The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
EOTSS is seeking a motivated and experienced IT professional to join the team as the Business Analyst Manager. This individual will manage the Enterprise Applications Business Analyst Team (EABAT) supporting the a variety of enterprise applications across the state managed by EOTSS. This is an exciting opportunity for a IT manager to join a highly skilled team and contribute to highly visible statewide initiatives. The candidate should have a strong background in systems analysis, design, testing, and project management leading complex implementations for a large user base. This candidate is expected to effectively troubleshoot, identify, prioritize and timely resolve issues to ensure all applications remain operational. The individual will facilitate change management activities between the project team and IT service groups; and participate in all phases of the project life cycle with emphasis on business requirements from development to roll-out of enterprise services ensuring full engagement from all participants and stakeholders. This individual will ensure that applications are compliant to Section 508 Accessibility requirements. The candidate will support daily activities for multiple functional areas and systems that support 24/7 operations.
The Business Analyst Manager will manage a team of 5 plus analysts. The successful candidate is expected to be the primary liaison to Customers and Business Partners. This individual will reinforce business confidence and maintain business relationships. The Business Analyst Manager will acquire the necessary knowledge to become a subject matter expert on the core enterprise applications and serve as a resource to both internal and external teams. This individual will effectively collaborate with internal and external teams to ensure enterprise applications, data architecture, and security standards are met. This individual will be responsible for development and preparation of system documentation, requirements gathering, project management, team management, operational support, vendor management, budget planning/management and will perform related work as required by management.
The primary work location for this role will be at 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional on-call support may be required.
Duties and Responsibilities:
Project Management:
• Ensure detailed project plans are developed in accordance with the EOTSS project management methodology and/or as required by manager while ensuring all project timelines/deliverables are accurately tracked in the designated enterprise project management tool.
• Coordinate all project related work efforts between EOTSS teams to increase project awareness, engagement, and expectations.
• Ensure the current System Development Methodology is followed when developing WBS task & deliverable lists
• Ensure project plans and activities adhere to all applicable workflows and ITIL best practices.
• Ensure work plans are actively monitored for potential variance to schedule, scope, and resource availability.
• Ensure all schedule adjustments are managed through the established change management process.
• Ensure all project staff understands the plan, assignments & all related dependencies and adhere to the established processes on progress tracking and reporting.
• Lead all phases of testing; SIT, UAT, Application Load, batch, and performance.
Team Management:
• Interview, evaluate and recommend applicants for employment, reassignments, and promotions.
• Create and update all staff documentation, including but not limited to job descriptions, performance reviews, corrective action plans, disciplinary actions.
• Ensure staff productivity level is consistent, tracked, and measurable and work distribution equitable across team members in accordance with their roles/responsibilities.
• Ensure that support staff are prepared and trained to provide ongoing support services.
• Ensure onboarding/off boarding procedures are effectively managed
• Determine staffing needs, appropriate work allocation/distribution staff and schedules, including on call schedule to ensure enough coverage to meet operational needs.
• Ensure adequate knowledge transfer amongst team members to avoid informational/operational gaps and bottlenecks
Operational Support:
• Lead/coordinate meetings with internal/external users, stakeholders, executive leadership, customers, vendors, etc.
• Achieve a high level of understanding and knowledge around customer requirements and their business challenges, including working closely with the business functional areas, external customers, and vendors, and defining systems/project priorities, scope, approach, resource requirements, schedules, deliverables, and funding.
• Provide guidance to internal/external teams/stakeholders as a SME on core enterprise applications, policies, and procedures.
• Stay abreast of all technical issues, new trends, product features and product evolution/development; apply lessons learned and strategically determine opportunities for improvements.
• Ensure direct reports and other teams are aware of all issues and strategies being discussed.
• Manage/track multiple projects at various phases with internal/external teams as needed by the organization, including but not limited to production support, troubleshooting/triaging incidents/issues/defects, new initiatives, legacy systems, enhancements and all such items/tasks.
• Ensure project/team activities align with organizational objectives and conform to guidelines and standards.
• Timely and effectively identify and/or escalate issues, risks and concerns to Manager as well as recommend mitigation strategies.
• Manage/deliver complete, accurate and timely status reports and project progress as required by Management
Effective Communication:
• Demonstrate clear, concise, and professional communication both written and verbal and strong organizational skills.
• Exhibit effective leadership, professionalism, good judgement and handle sensitive information with discretion.
• Effectively manage and stay engaged with the team of technical engineers, system analysts, project managers and/or other staff as required based on team's activities, active projects, operational systems support and/or as assigned by manager.
• Effectively communicate with all audiences and ensure the communication strategy is understood by all teams and incorporated into operations.
Vendor Management:
• Effectively and promptly draft and track review and approvals of all related documents, e.g. RFR, RFQ, RFI, SOW, MOU, ISA, MSA, etc.
• Ensure all relevant SMEs and other participants are consulted and their feedback captured accurately in the relevant documentation.
• Ensure all participants understand contract management roles/responsibilities, including but not limited to contract language, expectations, expirations, and other processes, e.g., escalations, communication strategy, budget, milestones, payments, etc.
• Track, manage, and monitor the review and sign off on all documents in accordance with the project and state/federal timelines and due dates.
Financial/Budget Management:
• Timely/accurately processing of procurement requests, invoices, and payments.
• Necessary follow-ups to ensure all invoices/payments are accurate and within budget.
• Ensure compliance to Prompt Pay Discounts where applicable.
• Monitor and track encumbrance management to ensure invoices are correctly matched to the correct encumbrance and funding source.
• Maintain accurate documentation and tracking of procurement requests/purchase orders against encumbrances and invoices to identify potential budget risks.
• Ensure project budget is inline with the planning estimates.
Preferred Knowledge, Skills, and Abilities:
• Minimum five (5) to seven (7) years of Project Management experience in a matrix organization.
• Minimum one (1) to three (3) years of previous leadership experience; supervising, coaching, and mentoring team members preferably in an IT environment.
• Minimum of seven (7) years of production support experience diagnosing, troubleshooting, and resolving systems supporting 24/7 operations.
• Proficiency in enterprise collaboration, content management, workflow development, data analysis, and testing tools is required (e.g. SharePoint, JIRA, Confluence, Rational and/or similar platforms).
• Must have exceptional presentation skills and ability to create and deliver presentations, webinars, demos, and trainings for all audiences within an organization and their business partners.
• Experience writing technical specifications, configuration of data analysis tools is required.
• Working knowledge of Agile application development methodologies.
• Working knowledge of data analytics, business intelligence and reporting tools (e.g. PowerBI, Tableau, Cognos, and/or other similar technologies).
• Knowledge of ADA 508; this individual will ensure that applications are compliant to Section 508 Accessibility requirements.
• Ability to adapt and provide guidance on technology and processes that supports organizational needs.
• Experience with application End to End testing integration including Accessibility, Vulnerability, Performance, penetration testing.
• Ability to review local and federal policy and procedural documents to ensure all systems are compliant with regulations.
• Knowledge of RDBMS (e.g. SQL/ORACLE), Application development, and implementation life cycle.
• Experience with creating queries and reporting as needed.
• Highly analytical, with the ability to independently analyze, document findings, and recommend solutions.
• Broad knowledge of systems analysis and design standards and industry best practices.
Education and Certifications:
• Bachelor's Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience.
