Position Summary
Responsible for understanding all the financial aspects of the External Funding functional areas – Grants, Loans, Capital Projects and Compliance– and understanding its financial position in the overall District financial position.
Responsible for providing a variety of analysis and reports to the Grant Program management and District program managers as well as working closely with Accounting, Treasury, Enterprise Project Management and Procurement operating units.
Identifies business improvement opportunities and works with the respective management to implement such. The position is also responsible for supporting the development, implementation, and administration of the strategies, policies, and procedures that will guide External Funding activities.
The position reports to the Grant Program Manager.
Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:
Collects, compiles, and analyzes data to support data driven decisions and strategies for External Funding.
Consult with Supervisors and Project Managers within the District on External Funding opportunities.
Provides oversight for the content, format, and production of regular and ad hoc reports.
Accountable for achieving accurate and reliable data and reports for budgeting and actual reporting.
Provides a limited amount of project management.
Analysis will include basic mathematical functions such as addition, subtraction, calculating percentages to more complex functions such as trending data and reviewing for anomalies.
Provides counsel and recommendation to management and staff.
Lead teams on specific assignments to investigate, accumulate information and develop grant applications. Submit approved grant applications, and track awards.
Lead work, collaborate with stakeholders to ensure grant applications meet all state and federally required policies and procedures.
Track data associated with external funding activities, conduct analyses, and report findings to Grants Program Manager and stakeholders.
Refine and manage a grants opportunities tracking system, serve as a grant tracking internal point of contact for Grant PUD staff, and coordinate with External Affairs to identify and evaluate upcoming potential grant opportunities.
Foster awareness and support for External Funding from internal departments and lead teams in positioning for grant/capture planning.
Support grant application processes including developing production schedules, scheduling team meetings, capturing action items and coordinating follow up actions.
Coordinate with key stakeholders as they develop, implement, and maintain supporting programs, policies, and procedures for compliance with state and federal funding (e.g., Procurement, Accounting, Treasury, Human Resources).
Assist with the development and maintenance of the External Funding Department’s technology solution(s).
Provide technical guidance related to various external funding opportunities.
Support development and execution of a training plan on the external funding program for applicable Grant PUD personnel.
Maintains consistent and proactive awareness of current regulations related to external funding as well as industry best practices.
Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
Maintains a high level of confidentiality regarding personnel information and sensitive operational information.

Education and Experience
Required
Minimum of two (2) year degree in Business Administration, Management, Finance, or equivalent education.
Minimum two years’ experience in professional grants management, including:
Analysis and evaluation of grant opportunities, programs, and processes
Grant writing; and/or
Grant administration
Experience in project coordination, on a multitude of projects.
Preferred
Bachelor’s degree in Business Administration, Management, Finance, or equivalent education.
Experience in program development and change management.
Experience with internal controls.
Experience working in an electric utility or publicly owned setting.
License and Certification
Required
A valid State driver's license with no restrictions.Preferred

Other Knowledge, Skills, and Abilities
Knowledge of Grant PUD’s Strategic Plan; financial/budgeting reporting; grants management principles, practices, and the Federal Uniform Guidance; financial aspects of the utility industry and specifically financial concepts such as return-on-investment; business acumen and strong analytical skills.
Skills in Microsoft 365 Suite (Word, Excel, Power BI, Project, PowerPoint, Teams, OneDrive), File360, SharePoint; computer skills that include word processing and spreadsheets; general computer skills such as inquiry, data entry, and printer operation skills; developing reports, analyzing processes and identifying and implementing efficiency improvements; requesting data, exchanging information, obtaining approvals, negotiating agreements, coordinating schedules, presenting findings and reporting conclusions; technical writing and proofreading skills; working effectively with others and having good interpersonal skills; communicating effectively; solving problems and making sound decisions within defined levels of authority; adaptability, working independently; thinking strategically; influencing people.
Ability to understand technical language (e.g., federal regulations); Ability to function effectively and coordinate/prioritize a variety of tasks and assignments simultaneously; deliver technical and non-technical presentations and speak professionally and effectively; self-motivated.
