The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Financial Services Division's Accounts Payable Sectionserves the operating accounting functions for the Department of Revenue's agency, and the Office of Revenue with 3 separate appropriated programs; Tax collection, Alcohol and Tobacco Control and Charitable Gaming having combined approximate $100 million operating budget from multiple means of financing (general fund direct, self-generated, statutory dedication, federal, and interagency transfers).
The Financial Administrative Services section of the Financial Services Division is responsible for processing all agency related travel, purchases, contracts and procurement. This section is dedicated to providing the services and support necessary to meet the goals and objectives of the Louisiana Department of Revenue (LDR) in an efficient and cost effective manner that is in compliance with all state and federal laws, rules and regulations.
ABOUT THIS POSITION:
Prepares and monitors the Department's annual budget request (approximately $110 million) by preparing all related budget documents for assigned budget categories.
Prepares budget spread by section at the beginning of each fiscal year based on what was appropriated in House Bill 1.
Assists in Performance Accountability and Reporting, and Performance Planning duties required by Act 1465 (Louisiana Government Performance and Accountability Act) of 1997.
Prepares BA-7's needed to request increases/decreases in the initial budget appropriation and other lSlS/LaGov budgetary documents.
Communicates with and provides necessary support documentation to the approving office, such as the Commissioner of Administration and/or the Joint Legislative Committee on the Budget, Office of Planning and Budget (OPB), Office of Technology Services (OTS) Interim Support Group (lSG), Office of Statewide Reporting and Accounting Policy (OSRAP) and the Treasurer's Office.
Reviews and monitors bills that have a fiscal impact on the Department - primarily House Bill 1.
Recommends and assists in the preparation of amendments to the General Appropriation Bill upon passage.
Confers with Budget Administrator and Directors as needed on problem areas, corrections or improvements.
Reviews Department contracts, purchase requisitions, supply room purchases, leases and payables documents to ensure availability of funds and budget authority and assigns cost accounting and budgetary codes.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in accounting; financial auditing; budgeting; procurement; human resources; policy planning; statistical analysis; or financial services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree in business administration, accounting, finance, human resources, public administration, or statistics will substitute for one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
