Summary This National Guard position is for a Program Analyst, Position Description Number T5153000 and is part of the JFHQ-G4 New Jersey Army National Guard. This is a National Guard Title 5 Excepted Service position. The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process. Responsibilities As a BUDGET ANALYST, GS-0560-11, you will: Provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepare quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses Review transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy Provide technical budgetary advice and assistance to federal and state agencies as requested Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Perform other duties as assigned Requirements Conditions of Employment Participation in direct deposit is mandatory. Must possess Active, Confidential Security Clearance. May be required to successfully complete a probationary period. Federal employment suitability as determined by a background investigation. Security Clearance Must be able to obtain a Secret Clearance within 1(One) Year of appointment. Areas of Consideration: CAT 8- US Citizens NOTE: If the individual selected is currently on a Title 10 or Title 32 tour no action can be taken until he/she is released from tour Qualifications Specialized Experience for the GS-0560-09: Must have specialized experience in the following area(s):The candidate must have at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Specialized Experience for the GS-0560-11: Must have 24 months of specialized experience in the following area(s): Financial budget experiences and competencies that provided knowledge of financial National Guard principles and procedures. Understanding of the basic principles and concepts of the National Guard financial budget business program requirements Experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Education As a condition of employment, the Title 5 Excepted Service Series GS-0560 Budget Analysis employee IS NOT RETAINED in the Budget Analysis position if he or she fails to complete the position's higher financial management certification within two years (24 months) of his or her initial hire appointment date, reassignment, or merit promotion appointment date. Additional Information Security Clearance Must be able to obtain a Secret Clearance within 1(One) Year of appointment.
