THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY
Position Summary: The primary purpose of this position is to assist our clients in the implementation of their HM Program as well as maintain the effectiveness, efficiency and success of the various HM programs and business management operations in relation to client and Business Unit’s requirements, goals, and objectives. Serves as Benefit-Cost Analysis (BCA) Lead who manages the economic analysis process which assesses disaster impacts, supports long-term recovery efforts, completes losses avoided studies. Provides support for technical cost review and analysis of projects, plans, etc. with the specific focus to administer and monitor program support assistance which is critical to effective mitigation program delivery to our clients.
Job Duties and Responsibilities include:
Mastery of, and skill in applying, expertise in advanced engineering, principles, concepts, standards, and methods sufficient to apply new applications or developments to resolve unique problems, conditions, or issues; provide expert advice to our clients, and senior colleagues responsible for broad program operations.
Comprehensive knowledge of and ability to apply the concepts, principles, regulations, and processes of Mitigation; comprehensive knowledge of HM program materials and tools to include Technical Bulletins; Publications; Fact Sheets; Mitigation Assessment Team reports; Zoning; BCA Software Module; and Building Codes.
Determine whether estimated project costs and benefits are in conformance with OMB Regulations.
Collaborate with project manager to determine if all costs are eligible and complete.
Determine whether estimated project costs and benefits are in conformance with OMB Regulations.
Evaluate estimated grant proposal costs and the benefits of the undertaking and its alternatives.
Generate reports and defend same as may be necessary.
Manages the economic analysis process to assess disaster impacts, support long-term recovery efforts, manages losses avoided studies, and provides support for or conducts Benefit-Cost Analysis (BCA).
Gather historical loss data to include frequency of occurrence and cost of damages. When loss of life or injury occurs, gather additional data to determine if the loss was the direct or indirect result of the event and whether such loss might be avoided through the proposed undertaking.
Consult various technical documents, such as Flood Insurance Studies, floodplain maps, building costs, and cost estimating guides.
Using approved benefit cost analysis methodology and modeling tools, develop a preliminary analysis of costs versus benefits for the undertaking.
Prepare narrative statements that describe the sources of data used in the analysis, any deviations from default values present in the modeling tool, and any assumptions used to create the Benefit Cost Analysis.
Refine data used in the modeling tool to complete the analysis and to provide a comparison ratio.
Defend the methodology and data sources used to project manager and/or grant awarding agencies.
Cost Estimating Knowledge:
Analyze project requirements and specifications to determine the scope of work and materials required.
Develop cost estimates for labor, materials, equipment, and overhead expenses using various software and tools
Provide feedback and recommendations to improve cost estimating processes and procedures for our clients.
Travel required (if applicable)

Complete all required compliance training on an annual basis

Attention to detail.
Advanced user of BCA Software Module, Microsoft Office, and other technical programs needed to perform Mitigation work.
Ability to work under pressure, within deadlines, maintain emotional self-control and take guidance from clients, project managers, VP, and other executive leadership
Knowledge in interpreting Mitigation Guidance, Policy, and Regulations (Such as 44 CFR, 2CFR 200, HMA Guidance etc.).
Required Education and Experience:
Bachelor’s degree in finance, accounting, engineering, or related field.
3+ years conducting Benefit-Cost Analysis (BCA).
3+ years experience in managing budgets and forecasting costs.
