About the Division
The Operations division is both the first line of defence for protecting Morgan Stanley's financial and reputational well-being, and an essential partner contributing to the firm's growth. Facing off to all Morgan Stanley businesses and interacting with all other parts of the Firm, the Operations division supports a complex, multi-faceted portfolio of businesses in full compliance with regulatory guidelines and the directives of the Operating Committee and Board of Directors. Members of the Operations team have a unique vantage point as the division touches all parts of the business, front to back. One of the largest divisions in the firm, Operations has diverse responsibilities, including correctly settling and recording millions of transactions per day, identifying and mitigating all operational risks, developing strong client relationships and partnering with technology to realize the full potential of IT and e-solutions. About the Team
The BRM Operations group support BRM, Corporate Treasury, FI Client Financing, FI Credit Repo and Equity Securities Lending business units through asset sourcing and optimisation processes. The team allocate MS's asset / liability mix to reduce resource consumption against key internal and external Capital and Liquidity indicators - including RWA, LCR, NSFR and Bank Levy.
The Collateral Operations group is responsible for managing counterparty risk via the monitoring of counterparty exposure, and the change of margin for multiple businesses at Morgan Stanley whilst working with a broad range of internal and external stakeholders and providing a first-in-class client experience. The team is a global group with offices in London, Mumbai, New York, Baltimore, Tokyo and Hong Kong and has a combined staff of over 100 individuals.
The Collateral Operations group are an important line of defence in managing firm risk and exposure, in collaboration with other groups internally including Counterparty Risk, Credit, Trading, Asset Optimisation and Technology - as well as external organisations including regulators and industry associations. The products supported by the Collateral Operations group include Fixed Income and Equity derivatives, with Repo, Commodities derivatives, and Global Capital Markets.
About the Role
The Asia Head of BRM & Collateral Operations will provide leadership and management to ensure successful delivery of business strategy in Japan and Hong Kong, in partnership and collaboration with the global ISG BRM & Collateral Operations management team.
The Asia Head of BRM & Collateral Operations is responsible for the active management of margin call issuance, settlements, and dispute reporting under the global Uncleared Margin Rules, in accordance with CFTC and EMIR regulations, as well as defined best practices of firm policy. The Asia Head will also partner with the BRM, Corporate Treasury, Fixed Income and Equities businesses to deploy the actions, processes and controls required to achieve asset optimization
Key Responsibilities
§ Oversight and supervision of the Asia BRM & Collateral Operations group, which includes both functional and team management
§ Partner with internal stakeholders including cross-asset class Sales & Trading groups, Counterparty Risk Management and Credit groups to ensure appropriate risk management and client service delivery.
§ Collaborate with external stakeholders including regulators, industry associations and third-party technology solution providers.
§ Maintain a clear focus on enhancing control and continuously improving and reducing operational risks.
§ Troubleshoot problems arising on an ad-hoc basis and react to Business Unit and Client driven demands.
This role provides oversight, management and mitigation across the following key risk categories:
§ Process Risk: through adherence with relevant policies and procedures, process re-engineering and monitoring of key performance and risk indicators
§ People Risk: through review of workload versus resource and the support of recruitment, retention and training of staff and focus on attrition, capacity and depth chart metrics.
§ Technology and Security Risk: through review of technology plant stability, turnover process management and focus on entitlements, segregation of duties and general data protection.
§ Regulatory Risk: through control of regulatory reporting, management of regulatory communications and review of current regulation to ensure continued compliance
§ Supplier Management Risk: through appropriate oversight of vendors and outsource providers
§ Business Continuity Risk: through appropriate planning and effective management of issues as they arise
§ Upcoming Regulatory Change Risk: through review of upcoming regulatory requirements and effective delivery of compliance programs.
QUALIFICATIONS
Qualifications, Skills & Requirements
§ Excellent English communication (written and verbal) as well as Japanese
§ Good understanding of financial products, including equity/fixed income OTC derivative, FX products
§ 10+ years of experience in the financial services industry.
§ Track record of collateral management experience, understanding of ISDA CSA and upcoming UMR regulations.
§ Strong leaderships skills with the ability to effectively manage teams, lead by example and demonstrate integrity.
§ Strong interpersonal skills and ability to communicate effectively both verbally and in writing.
§ Good analytical skills are essential for the role, attention to detail will also be a requirement
§ Good interpersonal and relationship management skills, being able to communicate clearly and concisely.
§ The candidate will be required to convey issues succinctly to front office stakeholders and to reach timely resolutions with counterparties and clearing houses
§ Candidate should be able to organise themselves efficiently as they will need to prioritise and keep track of multiple outstanding items while working to meet daily deadlines
§ Candidate should be a self-starter with the ability to work either on their own initiative as well as be a solid team player.
§ Some understanding and experience in the use of CSA documentation impacting margin calls and post trade processes including settlement, trade support and asset optimisation would be advantageous but not essential.
§ Demonstrated change agent capability.
