As an Auditor Principal at the Minnesota Pollution Control Agency (MPCA) you will be responsible for performing internal audit work throughout the Agency. The complexity and size of audit assignments will vary significantly and will encompass audits of Agency’s programs and processes, investigations, and other special projects. Incumbents are expected to be able to demonstrate proficiency in performing internal audit work that conforms to the Institute of Internal Auditor’s professional standards, and Generally Accepted Auditing Standards. Incumbents are expected to have the applicable experience and ability to demonstrate proficiency in performing internal audit work that conforms to the Institute of Internal Auditor’s professional standards. Work direction and scope may be at a high-level and require additional research and refinement by the incumbent. It is expected this work will be carried out with limited supervision. Decisions regarding the scope of work to be performed, the nature of testing to be completed, and the reporting and disposition of results will be delegated to this position with oversight by the Internal Audit Director. The Auditor Principal has unrestricted access to all Agency activities, records, systems, property, and personnel.
Minimum Qualifications
Bachelor‘s degree in Accounting, Finance, Business Administration/Management or related AND three years of professional experience and demonstrated proficiency in areas of conducting financial, compliance or operational/program audits, and investigations.
Advanced working knowledge of grant oversight and administrative requirements.
Thorough knowledge of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS) and the International Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors.
Experience conducting risk assessments and developing risk mitigation strategies.
Experience assessing the design of internal controls and testing for operating effectiveness.
Experience in assessing compliance with federal and state laws, statutes and departmental policies.
Experience in developing audit findings, formulating recommendations and communicating results to audit clients.
Ability to relate with people, both internally and externally at all levels of the organization.

Preferred Qualifications
Depth and breadth of knowledge that includes operational, financial, technology, and regulatory understanding across multiple businesses/program areas and documenting understanding of critical subject areas as needed.
Advanced experience preparing detailed, clearly labeled workpapers that record and summarize data on the audit work assigned.
Experience in analyzing transactions, documents, records, reports, and methods that provide the basis for audit conclusions on the effectiveness and efficiency of controls over the program or process being audited
Ability to assess whether data analytics can be utilized in the assessment of risk and controls and properly collecting, interpreting, and concluding on data.
Ability to establish, develop and maintain communication and strong working relationships with audit client contacts.
Professional certification such as CPA, CISA, CIA or CFE
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
