  At the Center for Health Information and Analysis (CHIA), we serve as a steward of Massachusetts health information through its multifaceted datasets, unique analytic resources, and objective reporting to promote a more transparent health care system that effectively serves all residents of the Commonwealth.

  By working on the Health Services Pricing team at CHIA, you will provide active leadership and hands-on contributions in the development and implementation of data-driven pricing policy. Pricing policy determines the level of payments made to health care providers by state agencies, including the Commonwealth's Medicaid program (MassHealth). Pricing policy is based on different methodologies that include utilization of data submitted to CHIA by health care providers.

  Join our team at the Center for Health Information and Analysis (CHIA) and make a meaningful impact on healthcare! We seek an Associate Manager who will be crucial in project management, content expertise, and technical oversight within our dynamic Health Services Pricing team!

  As an Associate Manager at CHIA, you will have the opportunity to:

  Lead or participate in the development of reliable and meaningful health care data and financial analyses in a dynamic and evolving environment;Manage individual projects, including coordinating with internal and external stakeholders to meet project timelines and goals;Develop appropriate methodologies for calculating MassHealth and EOHHS program reimbursement rates to providers;Communicate with health care providers, stakeholders, and other state agencies on financial policy related matters;Lead kick-off meetings, conduct analysis, develop rate models, draft memos, and deliver results to senior leadership at multiple state agencies;Perform financial and statistical analysis of costs, service utilization, and other data sources;Identify innovative ways to enhance CHIA's data collection, analytics, financial analysis, and reporting;Provide recommendations that may positively impact health care services, as well as support health care cost growth mitigation in the Commonwealth;Utilize advanced knowledge of Microsoft Excel to analyze provider and other program cost data and to train analysts on use of these tools;Develop regulations and conduct input in the regulatory process to codify the payment rates and/or methods;Independently analyze complex issues regarding providers or payers including the impact of program and pricing options;Set objectives and work assignments for the development of pricing strategies - Plan, direct or individually carry out all steps of analysis including development of data sources;Serve as a mentor and provide training for staff; andPerform activities and special projects as assigned.

  Here are the qualifications we are looking for:

  At least five years of relevant full-time, or equivalent part-time experienceBachelor's degree or equivalent with a major in business administration, public health, statistics, public policy, economics, finance, or accounting. Master's degree a plusBroad understanding of the Massachusetts health care provider sectorAbility to read and interpret financial statements, P&L's and cost reportsDemonstrated ability to plan, prioritize, and manage multiple competing prioritiesExperience supervising project work streams and developing team members' technical data management capabilitiesExperience developing quantitative methods and conducting analysisStrong interpersonal, oral, and written communication skillsAbility to synthesize and analyze health care and/or business data using appropriate programming/data analysis software (e.g., R, Tableau, and/or SQL)Advance knowledge in Microsoft Office Suite (Excel and Word)Strong leadership and sound decision-making skillsEnthusiasm for (and ability to adapt to) changeCreative problem solving skills applied to development of pricing methodsAbility to drive new ideas and clearly share analysis, knowledge, and information with others

  Total Compensation:

  This position will remain open until filled. We value the talent and expertise you bring to the table, so we offer a competitive anticipated full-time salary range of $80,00-$90,000 commensurate with experience.

  Substitutions:

  I. A Bachelor's degree with a major in health care administration, hospital administration, public health or health services administration, finance, accounting, business administration, business management, public policy, public administration, economics, or similar degree may be substituted for a maximum of two years of the required experience. or

  II. A graduate degree with a major in health care administration, hospital administration, public health or health services administration, finance, accounting, business administration, business management, public policy, public administration, economics, or a similar degree may be substituted for a maximum of three years of the required experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
