OnsiteThe Associate Director, Program Management - Assured Positioning, Navigation & Timing (A-PNT) leads a team of Value Stream Leaders (VSL) in the Assured Positioning, Navigation & Timing (A-PNT) organization. In this role, you will have the opportunity to direct all phases of product strategy and development from inception through completion. You will demonstrate your ability to coach, mentor, and train strategic insight and critical thinking in solving complex problems. You will also balance technical knowledge and business acumen to manage assigned product lines.This position will work onsite in Cedar Rapids, IA.Primary Responsibilities:
Active management of the employee life cycleLeads medium to large size programs to ensure adherence to program plans, schedules and budgets for programs under his/her responsibility and recommends appropriate adjustmentsDevelops product line investment business cases, new business growth strategies and drives annual strategic planning efforts for the businessIdentifies product requirements for key program pursuits and development of the product lineOversees creation of product and solution roadmaps and identifies opportunities to generate product reuse across multiple programsIdentifies and reacts to program problems and recommends solutions, such as allocation of resources and changing contractual specifications, and assists in resolution development for escalated problemsSupervises the appropriate use of all resources allocated to the program to ensure efficient use of resourcesSupports the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interestsExecution responsibilities include cost, schedule, technical performance, risk management, product support, manufacturing, and quality of all assigned product linesWork with all business units to ensure customer commitments are met or exceededInterfaces with internal and external customers for project specifications to ensure successful completionLeads decision making for the IPTs and applying critical thinking where incomplete data existsDevelops internal and external networks and effectively communicates and motivates a teamCommunicates vision to their IPT and stakeholders within and outside of the function, as well as connects how the vision fits within the Defense marketRequires ability to communicate with senior executive leadership regarding matters of strategic importancePrepares and presents value-stream strategy, progress, and resultsConsolidates and presents progress reports at customer, program, or product reviewsManages multiple supplier relationships in coordination with Subcontracts ManagementEstablishes cost focused performance targets and directs work to achieve these targetsLimited Travel will be expectedBasic Qualifications:
Typically requires University Degree and minimum 12 years prior relevant experience or An Advanced Degree in a related field and minimum 10 years of experience or In absence of a degree, 16 years of relevant experienceMust have prior experience managing peopleThe ability to obtain and maintain a U.S. government issued Security Clearance is requiredU.S. citizenship is required, as only U.S. citizens are eligible for a security clearanceCollins Aerospace, an RTX company, is a leader in technologically advanced and intelligent solutions
