The Patient-Centered Outcomes Research Institute (PCORI) is an independent nonprofit organization authorized by Congress in 2010. Its mission is to fund research that will provide patients, their caregivers and clinicians with the evidence-based information needed to make better-informed healthcare decisions. Position Summary
The Associate Director, Office of CIO, will be part of the DIGITAL (Data, Technology, IT and Information Security Functions) leadership team reporting to CIO. This position will be chief of staff for the CIO, will define, establish, monitor and improve data, IT, Technology and Cybersecurity functions through industry standard governance framework (e.g., COBIT, ITIL). This role will also be responsible to handle DIGITAL operating plan development, KPIs, administration, budget management, procurement requests, vendor and software management, communications, policies, standards, project and change management, and executive status reporting for DIGITAL teams.
Duties and Responsibilities
Strategic Direction and Leadership: Provide leadership as Chief of Staff for the CIO in defining and implementing the vision for DIGITAL teams to deliver on PCORI's mission. Develop and maintain the strategic plan and operating model for DIGITAL Division. Define and measure KPIs for all DIGITAL units. Provide strategic direction and operational leadership to a team of technical and non technical employees in the Office of CIO. Foster a collaborative, success-oriented team environment where resources are empowered and accountable.Governance, Standards, and Policies: Define and establish COBIT and ITIL governance framework for DIGITAL teams. Define and maintain up to date DIGITAL Policies and Procedures documentation by working collaboratively with all DIGITAL team members and business stakeholders.Communication: Build DIGITAL communication strategy and plan for all initiatives and provide regular communications and status updates to all PCORI employees and stakeholders. Create presentations for CIO. Supporting internal and executive communications for the CIO and DIGITAL Leadership Team. The Associate Director will manage DIGITAL intranet site and lead town halls and other DIGITAL employee events.Budget & Vendor Management: Define, build, maintain and monitor DIGITAL budget, procurement requests and vendor management by working closely with business stakeholders (e.g., Finance, Procurement etc.). Manage the requests for procuring DIGITAL hardware, software, and hosting solutions. Establish risk-based policies for governing the outsourcing process, review and assess controls of the vendor selection process.Project & Change Management: Define and implement project management and change management standards, methodologies, processes, policies, and templates for all DIGITAL teams. Provide status updates of DIGITAL initiatives to stakeholders and Sr. Leadership Teams.

Required Skills

Required Experience
Masters degree or equivalent in Computer Science, Engineering, MIS, or related field3 to 5+ years of Associate Director or Director level leadership experience in IT, Data, and /or Technology areas3+ years experience in supporting CIO/ Csuite directly5+ years of proven experience and success in Data, IT and /or Technology strategy planning and execution.10 to 15+ years of experience in data, IT, technology and/or software development areas
