The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).
JOB SUMMARY :
Directly supervises psychiatric physicians, nurse practitioners and physician assistants located at the Texas Department of Criminal Justice (TDCJ), Texas Juvenile Justice Department (TJJD), county jail facilities, and other offsite under contract with UTMB Correctional Managed Care (CMC). Plans, directs and coordinates all psychiatric, mental health and related activities of UTMB Correctional Managed Care.
ESSENTIAL JOB FUNCTIONS :
Contributes to the success of the UTMB Correctional Managed Care organization.
Participates in establishing and implementing standards of mental health service for UTMB Correctional Managed Care Operations.
Assists in the direction, coordination, evidence based practices, quality improvement, and overall operation of UTMB CMC and TDCJ suicide prevention initiatives, policies, and the overall suicide prevention mission.
Directs other to provide or provides suicide prevention training and education to psychiatric, mental health and other staff to identify TDCJ inmates at high risk for suicide and serious self harm and promote mental health evaluation and treatment.
In concert with the UTMB CMC Mental Health Administrative Director, advises the UTMB CMC Mental Health Director on mental health and administrative issues and policies as they relate to mental health practices in UTMB Correctional Managed Care Operations.
Meets with unit based and offsite psychiatrists and psychiatric midlevel practitioners to discuss issues and concerns related to the mental health programs and has overall responsibility for mental health care in each UTMB Correctional Managed Care facility.
Formulates plans to ensure respective present and future service viability of quality care.
Effectively represents mental health for UTMB Correctional Managed Care Operations both internally and externally as requested by Mental Health Director.
Facilitates development of policies and procedures, appropriate goals and objectives and accountability standards for mental health staff located at each UTMB Correctional Managed Care facility and offsite. Implements policies and procedures in each facility and offsite that maximize efficiency and produce quality patient outcomes.
Active involvement in multidisciplinary suicide reviews, psychological autopsy and case reviews, suicide prevention efforts and planning, psychiatric/mental health morbidity and mortality reviews, and other quality improvement initiatives.
Identifies appropriate internal controls for department; provides mechanisms to monitor and enforce compliance.
Performs related duties as requested by the Mental Health Director.
KNOWLEDGE/SKILLS/ABILITIES :
Ability to plan, organize, and accomplish goals.
Excellent oral and written communication skills including a high degree of professionalism and competence in dealing with a variety of individuals, including physicians and administrators.
Demonstrated record of leadership ability and accomplishment.
Knowledge of correctional clinic operations.
Knowledge of mental health and managed care issues.
EQUIPMENT :
Standard office equipment.
WORK ENVIRONMENT :
Standard office environment. May require visits to adult and/or juvenile correctional facilities. Security clearance is required; pre-employment drug testing is also required.
REQUIRED EDUCATION/EXPERIENCE :
M.D., Board Certified in General Psychiatry. Preferred additional board eligibility or board certification in additional psychiatry subspecialty (e.g., forensic psychiatry, child and adolescent psychiatry, consultation/liaison, addiction, consult and liaison psychiatry, or geriatric psychiatry).
Two (2) years management experience and two (2) years of clinical experience.
Full, unrestricted, medical license.
PREFERRED EDUCATION/EXPERIENCE :
Five (5) years of correctional, forensic, or public sector psychiatry experience (inpatient, outpatient or both).
Additional current board eligibility or board certification in a psychiatry subspecialty (e.g., forensic psychiatry, child and adolescent psychiatry, consultation/liaison, addiction, consult and liaison psychiatry, or geriatric psychiatry).
Three (3) years clinical or administrative supervisory experience (supervision of other psychiatrists, pysch midlevels, or other qualified mental health professionals).
Past work on committees (e.g., Pharmacy and Therapeutics, Medical Staff/Hospital Staff).
CCHP-MH (Certified Correctional Health Professional in Mental Health) certification by NCCHC.
Experience conducting peer reviews and quality improvement and performing chart reviews.
Salary is commensurate with years of relevant work experience.
