Job SummaryThis position is open until filled; however, to ensure consideration applications should be received by January 26 2024 at 4:30 p.m. King County Housing Authority is seeking an Assistant Vice President (AVP) of Housing Choice Voucher for our Housing Choice Voucher (HCV) programs.The Assistant Vice President will support KCHA's largest housing division, administering rental subsidies for over 23,000 households. This position will direct activities of the Section 8 Housing Choice Voucher programs including Supportive Programs (i.e. VASH, FUP, HASP), project-based housing, HQS Inspections, and training. As a Moving to Work (MTW) Housing Authority, KCHA has significant flexibility in shaping HCV policies and procedures to achieve its goals.
As a key strategic position within HCV Programs and under the supervision of the Senior Vice President of Housing Choice Voucher Programs, the AVP will collaborate with HCV and KCHA leadership and numerous external partners to develop and implement policies, procedures, staffing plans, and budgets. This position will provide guidance and recommends program policy changes to meet program goals and sustain programmatic excellence.

Essential FunctionsThe AVP will:
Manage the HCV program to include over various vouchers and numerous landlords in accordance with U.S. Department of Housing and Development (HUD) regulations.Monitor monthly utilization;Collaborate and communicate with partnering agencies to plan, implement, and operationalize specialized programs for the HCV and Homeless Housing Department;Oversees appeal hearings for applicants/clients.Supervises daily operations of the department.Recruit and selects department personnel; assigns, directs, trains, and audits the work of staff;Coach, counsel, and evaluate staff performance;Develop staff schedules and ensure deadlines for the department are met;Develop and achieve high performance and strategic objectives for the department.Collaborate with the Senior Vice President to develop department strategic initiatives and recommend changes to department policies; monitor initiatives to ensure goals are on target; recommend necessary adjustments or changes to ensure initiatives are met.Assist the Senior Vice President with budget recommendations; participate and monitor budget meetings with Senior Staff and the Senior Vice President as required.Respond to high level and complex complaints from HUD, political leaders, attorneys, and regulatory agencies as needed; coordinate with Agency departments to accomplish program goals and initiatives.Prepare reports and present Authority information at internal/external forums; meet with the community, landlords, and special interest groups to address housing issues.
Qualifications and CompetenciesRequired Qualifications:
Bachelor's degree in social work, human services, public administration, or related field ANDConsiderable experience in HCV Programs, public housing and/or low-income housing programs operations/management OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.Required Knowledge, Skills and Abilities:
