The University of Maryland, Baltimore (UMB), International Operations (IO) Divisionis currently recruiting for anAssistant Director, International Procurement & Partnerships. The International Operations (IO) division serves the University of Maryland, Baltimore (UMB) community as it engages in the international implementation of global education, research, and service. Through the UMB Global Hub, IO provides specialized services to UMB units in travel, safety and security, procurement, finance, audit, ethics, human resources, and other operational areas. IO activates the Maryland Global Initiatives Corporation (MGIC), a UMB affiliate charged with supporting UMB international activities and projects that may require a sustained international presence in the form of dedicated personnel in-country, physical office space, a bank account, or similar infrastructure. IO sets UMB standards for international operations, oversees operational compliance, and facilitates and promotes robust risk management. Most importantly, IO personnel are guided by theWISERguiding principles: -Well-Being and Sustainability -Innovation and Discovery -Service Excellence and Accountability -Equity and Justice -Respect and Integrity The Assistant Director will lead the provision of high quality, responsive, and compliant international procurement guidance, and services to UMB faculty and schools. “Procurement” in the context of this position includes a broad spectrum of agreements between UMB – through the MGIC mechanism - and international parties under specific UMB program and funding sources, including grants, internal funding transfer agreements, purchase orders, and service contracts. This position will support UMB’s international activities through policy and process development, capacity strengthening, direct support, and risk management. The Assistant Director will use their experience and expertise in procurement and partnership agreements to facilitate UMB’s work in complex environments while ensuring compliance and good stewardship of funds. The Assistant Director will report to the Assistant Vice President - International Operations and will supervise the International Procurement Senior Specialist and other potential future IO positions. Primary Duties: * Leads provision of international procurement and partner agreement services in select circumstances on behalf of UMB schools and clients, primarily through the MGIC mechanism. Interprets, applies, and ensures compliance with applicable MGIC, UMB/USM, state and federal requirements. * Provides expert knowledge and advice to division staff and UMB clients pertaining to relevant policies and procedures, competitive bidding and source selection, lead times, milestone-based payment structures, import/export procedures, and risk management strategies in the international procurement context. * Guides UMB clients on developing specifications and scopes of work, determining choice of instrument based on the purpose of collaboration, translating program requirements into agreement and contract terms, understanding relevant international and institutional processes and norms, establishing reporting requirements, and managing international vendor and partner performance. * Reviews and/or approves purchase and change order requisitions, RFQs and RFPs, competitive bid analyses, draft contracts and agreements, termination and non-renewal notices, and other actions, within prescribed level of authority frameworks of MGIC and UMB. * Develops, manages, and strengthens relationships with international businesses and collaborating institutions, in coordination with UMB faculty and administrators leading global activities, and with UMB’s central procurement, legal, and sponsored awards units. * Supervises international procurement staff and liaises closely with other international operations staff to ensure coherence across International Operations’ processes and services. * Builds knowledge, skills, and capacities among UMB employees in best practices, policies and procedures, and legal and regulatory requirements for international partnership agreements and procurement of goods and services. * Ensures accurate and compliant internal knowledge management systems and practices, data protection standards, auditable files, business process documentation, and external (UMB) web content relevant to international procurement and partnership agreements. * Performs other related duties as assigned. Education:Bachelor’s degree in procurement/purchasing, award management, business administration, finance, or another related field. Experience:Five (5) years of experience in international procurement, grants & contracts administration, program operations support, or related field, with at least four (4) years of experience in the international development or global operations sectors. Prior experience designing and/or managing small grants or subawards to implementing partners in the higher education, non-profit, or for-profit sectors highly desirable. Supervisory Experience:One (1) year of work coordination of other staff. Certification/Licensure:N/A. Other:Written and verbal fluency in English required. The ability to communicate in French, Spanish and/or Portuguese is preferred. Financial disclosure reporting required by State of Maryland Ethics Committee.
