About the Role:
EOHHS is seeking to hire an experienced, dynamic Applications Project Manager to join the Enterprise Invoice Management/Enterprise Service Management (EIM/ESM) Operations team. EIM/ESM is an invoice submission and service reporting system for Purchase of Service providers contracted by EOHHS agencies that processes over $3.1B in claims annually with approximately 8,000 users from over 1,100 providers serving 9 agencies.
The Application Project Manager will supervise and assist the EIM/ESM Business Operations team to support the development, testing and implementation of projects and enhancements to meet the business objectives of the EIM/ESM application as well as overseeing the day-to-day operations. The incumbent will manage Helpdesk staff, Business Analysts, technical staff, application support vendors, and work with EOHHS shared services and leadership to ensure the successful coordination of activities and operations of the EIM/ESM system. The Applications Project Manager will coordinate cross-functional issues with multiple support units as well as internal and external stakeholders.
The primary work location for this role will be at 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00 AM - 5:00 PM EST, with flexibility available and based on operational needs.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. After-hours and weekend support may be required as needed and based on operational needs.
Duties and Responsibilities:
Lead the EIM/ESM Operations Team to collaborate and coordinate with the EOHHS Shared Services teams, the Executive Office of Technology Services and Security, and vendor resources to discuss and resolve project operational issuesProvide day-to-day oversight and task assignment for a mixed team of operations staff (full-time employees and contractor resources)Manage and supervise a mixed team of staff, including completing annual employee performance reviews and time approvalsOversee and monitor the operation, availability, and performance of the EIM/ESM applicationDevelop and implement processes and standards for deliverables while ensuring that the quality of products conforms to project expectationsWork closely with business sponsors and other key stakeholders to maintain road maps and establish prioritiesEnsure stakeholders are apprised of the final scope of each release and communicate any changes that will affect their businessProvide timely and effective communication of project activities and statuses to project stakeholders, sponsors, steering committees, and Commonwealth executivesManage day-to-day vendor relationships including contract and procurement activities for the maintenance and support of applicationsDirect vendor staff in developing, testing, and deploying needed code changes to address defects and enhancement requests as well as documentation, analysis, and reportingEnsure full participation in all SDLC phases supporting gap analysis, requirements definition and vetting, scope sign-off, design, and development activitiesIdentify and develop process improvements and best practices to enhance the overall product and system delivery including the development of processes, policies, and related tools to maintain compliance with federal mandated regulatory requirementsLead EIM/ESM team meetings, agency leadership meetings, production development meetings, and defect prioritization meetingsParticipate in QA working sessions, require review meetings, defect/enhancement design reviews, and walkthrough session meetingsParticipate in implementation Go/No Go calls and provide any final approvals for releasesPerform or coordinate release validation when necessary and post-implementation meetings and provide stand-by supportParticipate in the development and implementation of operational process and procedures including change control process and incident management; provide input and post-implementation support
Preferred Knowledge, Skills, and Abilities:
Five (5) years of experience managing high-visibility applications or projects in a large IT enterprise environment, with experience in healthcare information technology desiredHands-on experience knowledge of handling sensitive and confidential information, including PHI; HIPAA 5010 knowledgeProven vendor management experienceFinancial reconciliation experienceStrong System Development Life Cycle (SDLC) experience with the history of working with multiple stakeholders with differing priorities on web-based software applicationsDemonstrated knowledge of Agile and Waterfall methodologiesHands-on experience with Microsoft O365 (Excel, Word, Visio, PowerPoint, and Project)Proven conflict management and managerial skills; decision-making and negotiation skillsHighly organized and able to maintain detailed documentation on processes, standards, and projectsAbility to understand and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activitiesExceptional time management and prioritization skills, with the ability to effectively delegate and multi-task to need the dynamic needs of the teamAbility to be flexible and switch focus based on changing priorities, collaboratively solve problems by bringing creative solutions to the tableStrong leadership skills and ability to work collaboratively in a team environmentExcellent verbal and written communication skills with the ability to present and translate technical concepts to both technical and non-technical audiences as well as upper management
Education and Certifications:
Bachelor's degree in Business Administration, Information Technology, Healthcare Administration or equivalent work experienceProject Management Professional (PMP) Certification a plus, but not required
