  Summary The Division of Enforcement (DOE), Whistleblower Office (WBO) performs intake, tracking and recordkeeping of whistleblower submissions; oversee the review process of each whistleblower's eligibility; manages the process for award claims and report to the Commission and Congress on the whistleblower program. Responsibilities This position is located in the Whistleblower Office (WBO) within the Division of Enforcement. The WBO handles and process whistleblower submissions, communicates with whistleblowers (current and potential) and their representatives, trains Commission staff regarding how to handle whistleblower matters, administers the whistleblower award claims process, educates the public about the program, and reports periodically to the Commission and Congress about the program. If selected for this position you will serve as an Administrative Specialist performing an array of administrative duties to support the Director and other staff in the WBO. Duties may include: Develops and maintains the system of a wide range of office records and files and regularly updates certain data. Compiles and organizes documents from Whistleblower submissions and other sources to assist attorneys in evaluation of Whistleblower award applications. Coordinates with WBO staff on various tasks related to processing and evaluating Whistleblower award applications (Form WB-APP, for example). Performs intake functions and procedures related to incoming tips/complaints (Form TCR), working with in-house case tracking systems, and coordinating with other CFTC offices. Provides recommendations for administrative and program improvement and/or remedial courses of action to ensure established goals and objectives are met. Actively participates in staff and/or meetings and discussions pertaining to the activities encompassed in the administrative and management functions of the office to include detailed note taking during meetings. Reviews, proofreads, fact-checks, and cite-checks WBO memoranda and reports, exhibits, and other supporting documents for completeness, accuracy in accordance with WBO policies, and quality control reviews of WBO files. Coordinates the intake, maintenance, and tracking of confidential information collected by the WBO through its online portal and other intake channels. Performs all necessary managerial and administrative support functions to include: receiving and screening emails and visitors to the office, receiving and reviewing all incoming correspondence and preparing replies to general inquiries and routine actions. Assists in responses to requests and inquiries from auditors or Financial Management staff for information regarding award payments and Enforcement matters on which Whistleblower awards may be payable. Organizes the logistics related to office outreach opportunities, conference attendance, and speaking engagements. Performs other duties as assigned. Communication - Ability to express information to individuals or groups effectively, taking into account the audience and nature of the information, including whether the information is subject to confidential treatment under applicable law and regulation; listen to others, and respond appropriately. Ability to communicate information in a succinct and organized manner; produce written information, which may include technical material that is appropriate for the intended audience. Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data. Qualifications TO QUALIFY AT THE CT-11 LEVEL Candidates must possess a Ph.D. or equivalent doctoral degree; OR Three (3) full years of progressively higher level graduate education leading to such a degree; OR One (1) year of specialized experience at the CT/GS-09 grade level or equivalent; OR A combination of graduate level education and specialized experience that together meet the qualification requirements of this position. Specialized experience may be defined as: Experience developing and managing a system for maintaining a wide range of office records and files, and keeping the electronic data updated as a routine administrative function. Experience in performing a variety of administrative support and automated tasks to include: receiving and screening emails and visitors to the office, receiving and reviewing all incoming correspondence and preparing replies to general inquiries and routine actions. Experience in reviewing proofreading, and editing documents for completeness and accuracy in accordance with administrative policies and guidelines. Education Please read the Requirements and Qualifications section of this Announcement. Additional Information All employees are required to follow the Agency’s telework policy. If selected, you will be required to report to your assigned duty station to complete all onboarding procedures. This is a Bargaining Unit Position located in the National Treasury Employee Union (NTEU) Chapter 337. Relocation. Relocation expenses will not be paid. Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement. Probationary Period. May be required to serve a one year probationary period.
