About Administrative Officer

  Summary This position is located with the Bureau of Indian Affairs, Superintendent, Fort Apache Agency in Whiteriver, Arizona. The incumbent will share accountability with the Fort Apache Agency Superintendent, the Western Region Director, and the Assistant Secretary - Indian Affairs, for upholding and discharging the fiduciary responsibilities of the Secretary of Interior. Responsibilities Assures that all tribal enactments and budgets are processed according to federal Law and regulations and Bureau Policy, and that tribal sovereignty is not eroded. Plans, organizes, directs, coordinates, and controls programs. Coordinates the development and execution of the agency financial programs. Direct the preparation of personnel documents for hiring, reassignment, promotion, performance evaluation, and employee recognition. Requirements Conditions of Employment Qualifications GS-13 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector. Specialized experience is defined as: assisting in the development of comprehensive administrative management plans to identify goals and objectives, administrative processes, deadlines, and planning for an organization's budget and resources; researching and analyzing data for consistency with budget authority and constraints; assisting in correspondence review and control; gathering financial data and reviewing obligations and costs; serving as a liaison between multiple offices or organizations; preparing documentation for personnel actions and initiating transactions in an automated personnel system; preparing Agency responses to Freedom Of Information Act requests; preparing travel arrangements, authorizations, and vouchers; & reviewing documents for correct grammar and format and finalize using software applications as electronic mail, desktop publishing, calendar, spreadsheet, database and graphics. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Education There is no educational substitute for the specialized experience required for this position. Additional Information This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. Former appointees: 1) must have been hired under competitive examining procedures to a time limited appointment with a land management agency; 2) must have served under one or more time limited appointment(s) by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; 3) must have separated for reasons other than misconduct or performance; AND 4) must have performed at an acceptable level through the service period.
