  Job Description

  About the Department of Conservation and Recreation (DCR): The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.

  The Department of Conservation and Recreation seeks applicants for the position of Accountant IV - Revenue in the Finance Department. Please submit a cover letter and resume.

  GENERAL STATEMENT OF DUTIES:

  The Accountant IV performs cash management and financial reporting to support the Conservation Trust & Urban Parks Trust Programs at DCR. The Accountant IV is responsible for supervising the Business Management Analyst. Management review and analyze the Conservation & Urban Trust data to analyze and create financial statements and reports for Cash Receipts (CR's) for various DCR revenue sources, Refund Checks (Expenditure Refunds), and Refunds (RF1) for all DCR revenue reimbursements (camp refunds, season passes, credit cards, etc.). The incumbent also acts as a liaison with state oversight agencies as needed to complete assignments and resolve issues and/or inquiries. Provides technical assistance and answers all financial cash receipts inquires.

  DETAILED STATEMENT OF DUTIES:

  Manages the cash management for accounts receipts (receivables) in support of the Conservation Trust and Urban Parks Trust program. Provides assistant to the Account V with all financial reporting and inquiries as needed. Supervises direct reports (Business Management Analyst). Provide work assignments, reviews work performance, including the capability of evaluating subordinates' skills. Determine training needs and provide training to staff when required. Direct or initiate disciplinary actions including recommendations as needed for correction and/or unsatisfactory work performance standards not being met.Act as the DCR Liaison for cash management, receipts, DCR programs, the State Comptroller and Treasures' Office. Communicates utilizing various electronic and non-electronic formats such as the telephone, teams, email, or in person to resolve accounting discrepancies and/or obtain statistical data and documentation for various Receivables, Cash Receipts and Refunds. Manage Cash Receipts (CR) preparing, reviewing, editing, inputting, and processing revenue sources and credit card deposits for DCR accounts.Manage Refunds (RF1) preparing, reviewing, editing, inputting, and processing from revenue sources, credit card refunds as well as all other DCR reimbursements. Manage Receivables (RE) preparing, editing, inputting, and processing for a wide array of invoices associated with various revenue sources received at DCR. Prepare, run, and provide Aged Receivable Reports using the Microsoft Access Data and State Billing system (BARS). Additionally, reviews, reconciles, and analyzes data reports for accuracy. Confirms CR's have been applied and are up to date. Make recommendations and changes in daily receivables accounting operations, report any discrepancies to the Revenue Director for corrections as required. Investigate and resolve receivable issues with revenue staff and/or Comptroller's office as needed. Recommendations and resolutions are discussed and communicated with the Accountant V and/or Director as needed.Manage Trust Donations using the Commonwealth Information Warehouse (CIW) database reports. Retrieve financial data from the Conservation and Urban Parks Trust transactions using MMARS and CIW information and/or data identifying donations received. Provide updates for DCR project managers to complete anticipated projects. Manage the Report of Receipts (ROR) Project for approximately 65 parks. Reconcile bank deposit slips with reports, using monthly bank statements and Revenue Web Application. DCR Liaison for Park supervisors, investigating and resolving any discrepancy with ROR's.Prepare, create, run, and provide financial reports including the use of the Commonwealth Information Warehouse (CIW) queries and database needed. Use Passport dashboard/reporting to Reconcile Ranger Fine payment to approve Complus payments. Including the use of other contracted vendors and their applications.Audit Financials to Reconcile Ice Rink and Athletic Permit Payments and create monthly reports for Revenue Director. In addition, generate billing invoices once monthly income is confirmed and verified.Assist with DCR application development by verifying, adding, and updating revenue categories.Organize and manage DCR Revenue records retention according to state rules and regulations.Assist Accountant V and Revenue Director in special projects through researching issues and gathering information from sources within and outside the agency as well as utilization of available database and spreadsheet applications. Attends staff meetings and continuing education and/or training updating skills, learn new rules and regulations ensuring state, federal laws remain in compliance.Responds to inquiries regarding assigned agency functions and/or assignments. Provides technical assistance as applicable and direction to staff.Must have basic computer knowledge and experience, and a willingness to learn advance applications as they pertain to assigned duties and responsibilities.Uses various software and online applications, dashboards, and systems to complete assigned work.Provides assistance for the Revenue staff as needed, performs assigned duties and/or projects as needed to support the DCR Finance unit.

  PREFERRED QUALIFICATIONS

  1. Experience and knowledge using state accounting system the Massachusetts (MMARS).

  2. Experience and knowledge running reports and/or queries using the Commonwealth Information Warehouse (CIW).

  3. Experience and knowledge working with and using Microsoft Office (Word, Excel, Access, etc.), state systems (MMARS and CIW), other systems (Ncourt, Worldpay, Tableua, Passport and IPS Dashboards).

  Qualifications

   First consideration will be given to those applicants that apply within the first 14 days.

  Minimum Entrance Requirements:

  Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

  I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

  II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.

  III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
