Job Description
The Massachusetts Department of Public Health (DPH) is seeking a dynamic professional for the position of Workforce Development Credentialing Coordinator. With guidance, support and supervision from the Director of Local Public Health Workforce Development, the selected candidate assists local public health workforce credentialing and training efforts with particular attention to Certified Health Officers (CHO) and Registered Sanitarians (RS).
This position provides day-to-day program and contract management support, technical assistance, and communication with Local Boards of Health (LBOH), lead entities for shared services arrangements, the federally recognized Tribes, and training partners throughout the state. In addition, the incumbent will support contract and programmatic oversight, particularly relating to workforce development initiatives and grants. This position assists in setting local public health workforce standards, scaling up a training and workforce development infrastructure that increases the ability of local public health to meet the standards, and enhances the pipeline, pool and career opportunities of the field, while incorporating the principles for racial equity developed by DPH. Finally, this position serves as a liaison and collaborates with internal DPH groups working on behalf of OLRH in efforts to strengthen and expand the local public health workforce to address COVID-19, health and racial disparities, and other public health challenges.
Duties and Responsibilities (these are a general summary and not all inclusive):
Assist in the development and administration of the credentialing process for the local public health workforce (Registered Sanitarian (RS)/Certified Health Officer (CHO) and continuing education contact hours for local public health.Coordinate with the Director and Assistant Director of Workforce Development, establish and maintain effective working relationships with stakeholders to ensure coordination of workforce development initiatives, including but not limited to the Local Public Health Institute, the Coalition for Local Public Health and the 6 member organizations, staff from Local Boards of Health/Local Health Departments (LBOH), Academic Health Department (AHD), Academic Public Health Corps (APHC), and other relevant internal/external partners.Promote and support workforce initiatives for LBOHs and shared services arrangements in working with and recruiting from diverse populations, including rural areas and large cities, with an emphasis on addressing workforce equity and representation, including access to and maintaining credentialing.Coordinate with the Office's Communications Unit to develop and update the workforce development and credentialing OLRH webpages. Provide support and coordination for the preparation of reports and presentations on the local public health workforce.Support the OLRH team in building LBOH infrastructure capacity through the development of effective, efficient, and equitable strategies and systems, e.g: policies, processes, procedures, best practices, and the development of resources and other tools to facilitate LBOH in meeting program requirements, workforce standards, reporting timelines and deliverables that address ongoing public health challenges, including ongoing needs related to COVID-19, engaging with diverse communities, and having an adequate and adequately trained workforce.Provide technical assistance and resources on workforce development to ensure LBOH understanding of and success in achieving contract and programmatic goals, objectives, outcomes, and timely and accurate submission of reports. Provide one on one and group technical assistance on workforce development to funded programs and vendors to assist in identifying and prioritizing work responsibilities. Support other workforce development initiatives, such as regional field training, APHC, credentialing process, careers portal-website development and maintenance, workforce data gathering and reporting, and curricula development/LMS system, TRAIN Massachusetts.Review program workforce development workplans and budgets and makes recommendations to the Assistant Director and other members of the leadership team, as requested.Ensure tasks associated with grant accounting, contracts and budgets adhere to DPH, state and federal standards and requirements.Travel to designated LBOH or lead entities for shared services arrangements as needed to provide technical assistance and support to LBOH related to workforce development.Attend internal and external meetings that relate to work of LBOH, as requested.
Required Qualifications:
Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, and work simplification methods.Understanding of the methods used in the preparation of charts, graphs, and tables; general methods of report writing.Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. Capacity to analyze and determine the applicability of data, to draw conclusions, and to make appropriate recommendations.Skilled in handling confidential materials and work in a professional and courteous manner.
Preferred Qualifications:
Knowledge of office administration. 1 -2 years' experience in workforce development and or credentialing.Demonstrated ability to multi-task, work under pressure and perform a variety of tasks in a fast-paced, deadline-driven environment.Excellent interpersonal and communication skills with the aptitude to work independently and collaborate with multiple staff.Proficiency using Microsoft Office products such as Word, Excel, Outlook, Teams and PowerPoint
Working Conditions:
Ability to lift up to 30 lbs.Ability to travel to office base in Northampton, MA periodically and arranged with manager.Ability to travel to city and town municipalities on as needed basis and arranged with manager. Ability to work on a computer laptop for long periods of time of sitting and standing.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
