About Transportation Security Manager

  Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This Program Analyst position is located in the National Deployment Office (NDO), Specialized Programs and Deployment, Operations Management, Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Reviews, analyzes, and evaluates the systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules. Develops and provides effective methods to task, review, and assess support work, solves managerial and financial problems, answers a wide range of formal and informal questions and data calls from all levels of operations, management, customers, and performers. Manages planning, budgeting, execution, control, and evaluation activities for a variety of programs in terms of major funding. Formulates projects and recommends assessment criteria for the evaluation of TSA operational programs and contributes to the performance of meeting mission requirements. Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provides guidance on critical funding/program issues, and make recommendations affecting the major programs. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Selective Service registration is required. You must complete a favorable Background Investigation (BI). You must be able to obtain and maintain a Secret Clearance. Must pass pre-employment drug screening AND random drug/alcohol testing. This position requires travel 25% or less. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. If you fail to meet the conditions of employment or any other pre-employment requirements, such as missing any of the scheduled appointments, the hiring agency may rescind their tentative offer of employment. Qualifications To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes; and Applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations and developing and recommending solutions to alleviate adverse impact on program resources in the future; and Interpreting and applying budget policies, precedents, and regulations, sources, types, and methods of funding for the program agencies, activities, and services involved in the program. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Applying expert knowledge to determine program objectives and strategies, organizing work, setting priorities, and resource requirements; and Applying knowledge of quantitative and qualitative analytical and evaluative principles, methods and techniques sufficient to assess program operational efficiency, effectiveness, and viability; and Planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Education Additional Information Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code, including regulations which apply to displaced Federal employees (CTAP/ICTAP) of other agencies, and employment with TSA does not confer "Competitive Status" that generally results from selection and service in Competitive Service agencies. TSA will not make a monetary payment for any leave forfeited under these circumstances.
