Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as the Deputy Director, ANG-B. Responsible for guiding and integrating Enterprise Architecture (EA) and Systems Engineering research and development activities. Responsibilities The Deputy Director provides full senior and high-level direction and leadership to a complex organization. The Deputy reports to and assists the Director of NAS Systems Engineering and Integration in the management, direction and coordination of system engineering programs and activities relating to the National Airspace Systems (NAS) Enterprise Architecture (EA). Establishes and manages the NAS architecture to ensure it meets current and future service requirements; ensures the NAS EA complies with OMB requirements; ensuring a viable future of air transportation through comprehensive and proactive safety analysis to achieve national and international safety goals; and provides integrated safety strategies that will support strategic investments and development of NAS systems reducing accidents and incidents. Also provides enterprise level tracking and reporting of progress in the development of internal and external reports. The incumbent has a staff of six Division Managers that are direct reports. Managerial duties include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Provides expert knowledge and guidance in meeting safety goals for all NAS systems globally. Integrates safety strategies that ensure strategic investments and developments that reduce the potential for accidents and incidents, while maintaining the safety and integrity of the NAS. Develops and maintains NAS system requirements. Manages allocation of NAS level requirements to service units and systems including external systems and providers in support of the NAS EA. Ensures NAS EA meets current and future demands of FAA customers and NAS service providers by executing effective system engineering processes. As a subject matter expert, develops functional analysis and architecture and operational requirements for NAS systems, including allocated systems external to the FAA. Develops security requirements and architecture, and assessments of security risks. Supports security certification and accreditation planning. Ensures system engineering practices are integrated into all NAS development by overseeing the system engineering manual and providing training and guidance in its use. Applies knowledge of the technical aspects of the cross-program and domain system engineering to support trade studies between and among programs resulting in functional and requirement allocations. Manages and coordinates changes to the trade studies, allocations, and system engineering as programs evolve. Ensures the integration of systems and capabilities across and within FAA lines of business. Works with internal and external stakeholders to lead cross-domain systems engineering. Manages systems engineering tools and business processes, including configuration management and development of training courses, in support of the Engineering Services Directorate. Oversees strategy and implementation that allows the office to transition to and sustain a Digital Transformation (Digital Twin) environment; everything from change management, to use case/operational vignettes, to implementing Model Based System Engineering in phases. Provides guidance and direction to managers and employees for preventing and resolving technical problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops solutions to current and anticipated problems crossing organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA.
