  Job Description

  Executive Office of Housing and Livable Communities (EOHLC) is seeking a Supervising Project Manager for the Division of Public Housing!

  AGENCY MISSION:

  The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

  Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

  OVERVIEW OF ROLE:

  The Supervising Project Manager provides management and technical assistance to local housing authorities (LHAs) to help them to effectively utilize their authorization and annual cap to make capital improvements to their properties, including guidance on Executive Office of Housing and Livable Communities (EOHLC's) processes and policies, regulation and Mass. law and guidance on Capital Improvement Plans (CIMS) and Capital Planning Systems (CPS) web-based applications. They work with Local Housing Authorities (LHAs), EOHLC staff and consultants as necessary to keep projects on schedule to achieve assigned share of EOHLC's annual cap. The Supervising Project Manager supervises three project managers.

  Supervision and Guidance:

  • Supervises, evaluates, coaches and trains staff in their performance of project management activities, including close supervision of progress of key projects and review and resolution of problem situations.

  • Assists in developing policy and procedure for the unit.

  • Assists in review of staff workload to assure an equitable distribution.

  Project Management and Technical Assistance:

  • Provides guidance and technical assistance to LHAs through written and oral communication, on-site or virtual meetings and conferences to assure that plans and projects conform to law, agency policies and procedures.

  • Assists LHAs to determine the amounts of formula funding allocated and amounts available for future projects and budget increases.

  • Prepares phase approvals for projects.

  • Maintains accuracy of data in CapHub by updating budgets and schedules and maintaining accurate links to CIMS by updates through Capital Improvement Management System (CIMS) or requests for manual changes.

  • Assesses performance of LHAs applying to work independently and processes agency approval of requests.

  • Conducts reviews of independently-managed projects and participates in management reviews as requested.

  • Completes reports to monitor the progress of requested projects.

  Capital Planning:

  • Works with LHAs to assist and encourage them to submit Capital Improvement Plans (CIPs) through EOHLC's web-based application (CIMS), and updates EOHLC's Project Management software (CapHub) to reflect LHA changes.

  • Reviews CIPs and CIP revisions, assists assigned review team to complete review or achieve consensus on required changes by providing information about the LHA or its projects, recommends approval of CIP or approves CIP where management review is not required.

  • After CIP approval, works with EOHLC technical staff and LHAs to package projects for implementation, assigns projects in CapHub and prepares CIP approval letters.

  • With technical staff, assists LHAs to make trade-offs when project budgets deviate from approved CIP budgets.

  Fiscal/Contract:

  • Requests adjustments to contract for financial assistance; provides guidance on encumbrances so that sufficient contract authority is available and funds are in place to meet fiscal year expenditures.

  • Reviews payment requests from LHAs to determine that funds are due and processes payments.

  PREFERRED QUALIFICATIONS:

  1. Knowledge of the principles, practices and techniques of project management.

  2. A minimum of one year of experience in a supervisory capacity is preferred.

  3. At least advanced proficiency using Microsoft Excel. At least intermediate proficiency using Word, PowerPoint, Access, and Outlook.

  4. Excellent writing and interpersonal skills.

  5. Detail oriented.

  6. Ability to effectively manage teams.

  7. Demonstrated time management skills with the ability to prioritize work.

  This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

  Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

  Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.

  Qualifications

  Minimum Entrance Requirements:

  Applicants must have at least (A) five years of full-time of equivalent part-time, professional experience in the government program management, administration and/or development of real estate, property and/or public housing.

  Substitutions:

  I. An Associate's degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of one (1) year of the required experience.

  II. A Bachelor's degree with a major in real estate, public administration or business management may be substituted for a maximum of two (2) years of the required experience.

  III. A Master's degree or higher with a major in public administration, business administration or business management may be substituted for a maximum of three (3) years of the required experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.
