STAFF ENGINEER JOB DESCRIPTION
Position Title: Staff Engineer
FLSA Classification: Exempt
Salary Grade: Salary Grade 14

Basic Function
Under the direction of the Engineering Manager/City Engineer, prepare avariety of plans and
specifications for city, state, and federally funded infrastructureprojects; prepare project cost
estimates; review a variety of in-house and consultant engineering plansfor compliance with City
standards; oversee the inspection of construction projects forcompliance with specifications;
supervise and evaluate the performance of assigned personnel;communicate with and assist the
public in requests for information and permits.
Distinguishing Characteristics
In addition to basic duties, incumbents perform skilled engineeringtasks for engineering projects
and programs. Incumbents are generally placed in charge of major ormultiple projects which are
characterized by supervising support technical staff, which may includeor consist of contracted
consultants. Work at this level is characterized by the independentapplication of standard
engineering procedures and techniques to accomplish a wide variety ofwork in the office and/or
field. Incumbents generally serve as full production staff andsupervisors. Incumbents assign work
to technical staff through general instructions and the setting ofdeadlines, engages in ongoing
spot-check reviews, aid when problems are encountered, and reviewcompleted work. Staff at
this level are tasked to assign, train, and evaluate technical staff.

Incumbents perform the level of work described below a majority of thetime. This description
is not intended to be all inclusive but representative of the level ofresponsibility and level of
difficulty of the work performed by this class.
Prepare a variety of plans and specifications for City-funded anddeveloper projects; prepare
project cost estimates and contracts; obtain State and Federal agencyapproval of projects as
required; plan improvement projects related to utility system expansionand upgrading. Design
engineering projects including street, water system, storm sewer,sanitary sewer system, parks
and recreation, and other public works construction projects asrequired.
Perform a variety of skilled project design and project managementtasks; prepare and/or
review design reports, environmental documents, design estimates,contract plans,
specifications, estimates and special provisions using field data andstandard design criteria;
perform project field reviews; evaluate alternate designs requiringdetailed analysis of accident
data, capacity studies, hydraulics, etc.; use work stations to createhorizontal and vertical
alignment, earthwork, drainage analysis, quantities, cost estimates,technical written text and
computer assisted design/drafting; coordinate and review projects withstate, highway district,
and other agencies; instruct and direct support staff in preparation ofquanti ties, estimates,
grades, elevations, maps, plans, profiles, cross sections, details,structural notes and design;
direct a crew of CADD operators or perform the most complex automatedplans drafting.
Conduct in-depth reviews of standard contract plans, specifications andestimates; review PS&E
work done by consultants; participate in writing specifications andspecial provisions.
Review bids, recommend contract awards and administer contracts, inspectconstruction sites
and prepare pay estimates for various public works constructionprojects. Assist the
Engineering Manager/City Engineer in the coordination and scheduling ofin-house and
consultant civil design work and field inspection operations. Prepareand acquire proposals for
quotes from contractors and material supplies for minor public worksprojects; award
contractors or companies as appropriate.
Serve as a lead inspector or supervise inspections on public and privatedevelopment
construction projects to ensure projects are constructed according toapproved plans,
specifications, and City standards; analyze and interpret plans andspecifications; check work
for c
