Leidos Civilian Health Solutions is seeking an experienced and dynamic Project Manager, contingent upon contract award, to support NIH programs in Bethesda, MD. The position is part of a highly visible Health Information Technology (IT) services effort. As the largest biomedical research agency in the world, NIH has access to extensive data via numerous web applications, data services and other mechanisms, and requires advanced business intelligence dashboards to support smart decision-making.
Candidates must be local to the DC Metro area for onsite work.
Responsibilities:
Serve as the primary technical and managerial interface between Contractor, CO, and COR.Provide oversight of program deliverables, responsible for working with program leads to ensure a successful delivery.Support the development of internal and external briefings inclusive of program execution reviews, and executive meetings.Review cost reports and invoices, identifying anomalies, and executing corrective actions to ensure accuracy.Participate in customer meetings, effectively communicating program status and request clarification on issues when needed.Coordinate the compilation of program documentation inclusive of work instructions, management plans, and directives.Provide oversight of program staffing requirements working across lead of multi-functional teams.Work with highly technical teams to report status and assist with other support tasks.Lead staff to achieve a high degree of customer affinity and maintain the growth of a positive Leidos brand recognition within HHS.Develop employee base to achieve high degree of employee retention and performance.Manage organizational compliance within Leidos policies and procedures.Collaborate with business development to drive capture and growth initiatives from the line perspective and deliver satisfactory results in re-compete, new business and take away pursuit outcomes.
Skills and Qualifications:
Bachelor's Degree and 8+ years of project/program management experience of contracts with similar scope and size.Experience in project management, budget, and forecasting toolsets.Should have knowledge of industry best practices as articulated by, but not limited to, the Project Management Institute (PMI), Lean IT, and Agile practices.Must be certified Project Management Professionals (PMP), or equivalent certification. Demonstrated experience working with ServiceNow Strategic Portfolio Management for managing budgets, resources, scheduling, risks, and issues is required. Demonstrated ability for oral and written communication with the highest levels of management.Expertise and working knowledge of cost account management, risk management, staffing, and direct customer communication with customer leaders.Information Technology experience in managing multiple, cross-functional teams or projects and advising senior level management and key stakeholders.Ability to maintain discretion associated with staffing and cost requirements.Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management).Strong analysis skills, with the ability to identify and improve documentation to support the PMO and Technical Team.Able to multi-task, self-assign work, and function in a dynamic, fast-paced environmentRequires ability to obtain Public Trust level 5 clearance.
Desired Skills and Qualifications:
Practical experience with HHS EPLC and ServiceNow implementations, highly desirable. ITIL certificationPrior work experience supporting the National Institutes of Health (NIH)

Pay Range:
Pay Range $87,100.00 - $157,450.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
