  Job Description

  The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in state government and is comprised of 11 agencies and the MassHealth program. Our efforts are focused on the health, resilience, and independence of the one in four residents of the Commonwealth we serve. Our public health programs touch every community in the Commonwealth. EOHHS' services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable children, youth, adults, and elders. HHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes. We connect elders and individuals with disabilities with employment opportunities, housing, and supportive services. We steer troubled youth towards a more successful path and do everything possible to keep children in our child welfare system safe. We support individuals who are developmentally disabled, mentally ill, blind, deaf or hard of hearing.

  The Eligibility and Enrollment Systems Team is seeking to hire a Senior Manager of Contracts Administration to support visionary leadership, direction, coordination, integration, and implementation of Eligibility and Enrollment Systems, including the Massachusetts Health Insurance Exchange/Integrated Eligibility System (MA HIX/IES). MA HIX/IES is the health insurance marketplace for Massachusetts. It allows individuals to shop for and enroll in subsidized or non-subsidized insurance based on a side-by-side comparison of plans. It provides support to over two (2) million Massachusetts residents served by MassHealth and the Commonwealth Health Insurance Connector Authority (CCA).

  Reporting to the Director of Program Planning and Administration, the Senior Manager of Contracts Administration will be responsible for procurement activities and ongoing management of vendor contracts with a combined annual value greater than $100 million. This includes overseeing the day-to-day work of a small team of contract managers, direct vendor negotiations, evaluation of vendor performance against contract requirements (such as the production of deliverables and project works, performance against Service Level Agreements and Key Performance Measures, compliance with reporting requirements, and financial management), drafting procurement and contract artifacts, producing documentation in support of state and federal compliance activities, and ensuring that all unit activities comply with internal policies and procedures. This individual works closely and collaboratively with various Program Teams, the EOHHS Finance Team, and the EOHHS and Health Connector Legal Teams. In addition to the qualifications listed below, EOHHS is seeking a positive, energetic, and patient individual who is a genuine team player, has a high tolerance for change, and has an excellent sense of humor.

  The work location for this role will be primarily remote with in-office days at 100 Hancock Street Quincy, Massachusetts 02171 as needed. The work schedule for this position is Monday thru Friday, 9AM to 5PM.

  Responsibilities:

  Directly supervise the HIX/IES contract management staff (currently 2) to ensure that vendor contract management and procurement activities are effectively implemented and maintained in a manner consistent with the priorities of the agency.Serve as liaison between program staff, EOHHS, Health Connector Legal Teams, and vendors on matters related to contracts and procurements, including vendor performance in fulfillment of contract terms.Serve as initial point of escalation for contract disputes and vendor performance issues as reported by contract team members.Ensure compliance with MA HIX policies and procedures in processing purchase and contract requests and engaging the appropriate support, as needed.Ensure compliance with state and federal (CMS) procurement and contract standards and requirements.Oversee and coordinate vendor onboarding and vendor transition activities as needed.Engage in direct contract negotiations with vendors for assigned contracts.Maintain and ensure currency of comprehensive accurate inventory of contract and procurement schedules and documentation.Ensure all procurement artifacts, as well as fully executed contracts, are properly archived and entered into agency databases and securely maintained.Monitor and provide to the Finance Team budget and expenditure information for all vendor contracts.Collaborate with Finance Team to review and approve vendor invoices and payments.Draft/revise contract and procurement related reports and other documents in support of state and federal reporting requirements and funding requests.Other duties as assigned.

  Preferred Knowledge, Skills, & Abilities:

  Three (3) to five (5) years of experience drafting, negotiating, and administering complex contracts and providing ongoing management of vendor contracts. One (1) to three (3) years of experience with staff management; supervising, coaching, and mentoring team members.Ability to develop a command of complex contract terms in a short amount of time.Demonstrated ability to manage multiple complex and confidential tasks simultaneously and within tight timelines.Working knowledge of software development, IT operations, or other technical disciplines sufficient to perform effective vendor oversight.Ability to quickly adapt and respond to changes in strategy, direction, and priorities.Excellent verbal and written communications skills with the ability to translate technical decisions/strategies into business terms and implications.Ability to manage program requirements and responsibilities, and successfully prioritize responsibilities, administrative tasks, technical assistance, and other supports based on program needs.Solid project management and organizational skills with attention to detail and ability to manage multiple projects and high volume of work in a fast-paced, deadline driven work environment. Strong analytical problem-solving aptitude and financial acumen.Knowledge of public sector procurement processes is preferred.Familiarity with legal terminology relevant to procurement and contracts is preferred.Demonstrated proficiency with Microsoft Word and PowerPoint required; experience with Excel, Project, and SharePoint is a plus. Demonstrated ability to work independently with minimal supervision.

  Education and Certifications:

  Bachelor's Degree in Business Administration, Management, Public Administration, or other relevant field/equivalent work experience.Contract Management certification(s) desired, but not required.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
