Job Title : Senior Engineer Expansion Planning
Duties: The Senior Engineer Expansion Planning at Midcontinent Independent System Operator, Inc. in Eagan, Minnesota will support department in NERC compliance by acting as one of the department liaisons to help in collecting evidence, assisting in standard interpretation, and reviewing processes. Assist the engineers in performing power flow modeling, contingency analysis (steadystate, transient stability, voltage stability, transfer analysis, small-signal stability), results management, project review, and compliance reporting. Work with team to perform reliability assessments using compliance processes of the transmission system (i) to ensure that reliability, adequacy, and security of the transmission system are met, and (ii) to ensure that long-term customer transmission needs are being met. Assist with the review the transmission plans of MISO’s members. At times will present transmission plans to stakeholders in open and transparent stakeholder process. Collaborate with members and incorporate stakeholder feedback in developing transmission plan for inclusion in the MISO Transmission Expansion Plan (MTEP). Support members in moving approved MTEP projects through regulatory processes. Work with the engineers to perform coordinated transmission planning studies with entities at MISO seams. Assist in performing analysis in support of planning related compliance filings. Support and serve on internal and external committees, task forces, and working groups. Apply experience and knowledge to evaluate and recommend multiple courses of action. Ability to make timely recommendations to effectively solve problems, using independent judgment consistent with standards, practices, policies, procedures, regulations, and/or law. Professionally exercises discretion and independent judgment in day-to-day work. Compliance with all processes, procedures, and standards applicable to the position including (but not limited to): SOC 1 (Service Organization Controls 1), CIP (Critical Infrastructure Protection), Change Management, Tariff (Open Access Transmission, Energy and Operating Reserve Markets Tariff), FERC (Federal Energy Regulatory Commission), NERC (North American Electric Reliability Corporation), U.S. Department of Homeland Security, and NAESB (North American Energy Standards Board). Minimum Requirements: This position requires a Bachelor’s degree, or foreign equivalent, in Electrical Engineering or a related field, plus 4 years of utility, transmission planning and/or transmission operations experience. Additionally, the applicant must have: 1) 2 years of professional experience in power system steady state and dynamic simulation software including PSS®E, PSLF, TSAT, PSAT, TARA, or PowerWorld; 2) 4 years of professional experience related to grid operations including state estimation, power system event analysis using EMS or PMU data, model validation, studies to determine and update alarm thresholds for use in operations; 3) 2 years of professional experience with software tool development and testing for operations and/or planning; 4) 2 years of professional experience engaging with stakeholders including transmission owners, generator owners, and/or renewable project developers; 5) 2 years of professional experience utilizing power system dynamic models including generators, exciters, governors, and renewables.
