  Overview

Coupled with decades of radiological and nuclear materials expertise, advanced computing and threat analysis capabilities, and a broad fundamental science base, we are identifying and countering emerging threats that have significant impact at home and around the globe.

  Alternate Special Security Officers (ASSOs) are responsible for safeguarding sensitive compartmented information (SCI) and SCI facilities (SCIFs). ASSOs report directly to the Special Security Officer (SSO) and have responsibilities relative to assigned security disciplines.

  This ASSO position serves as a subject matter expert (SME) in the Personnel Security (PERSEC) domain.

  As part of the Special Security Office team, in addition to the PERSEC focus, the candidate will be expected to contribute to the overall daily efforts of the team, to include providing broad security-related customer support to SCI-indoctrinated staff, escorting uncleared visitors within the facility, cursory security inspections and periodic after-hour security event response. Completion of the National Counterintelligence and Security Center (NCSC) Special Security Officers Course (SSOC) and the SCIF Course (formerly the ICD 705 Course), or equivalent, is required within one year of hiring, pending course availability, if the candidate hasn’t completed the course within the previous five years.

  The ideal candidate must demonstrate strong organizational and time management skills, a solid customer-service attitude, sound communications skills (e.g., reporting writing, verbal communications, problem solving and decision making) and be able to adjust work priorities quickly based on changing circumstances or events.

  Responsibilities

  Provides technical expertise and support associated with the development and operation of one or more of PNNL’s individual SAS programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others. Support levels provide technical and administrative direction, processing activities, and support to the Laboratory in a variety of SAS programs (topical areas) in accordance with DOE, other client, and PNNL policies and procedures. Roles in the professional hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

  Participate in the management and execution of SCI related security programs, including PERSEC

  Provide expert level advice, communicate complex concepts, anticipate potential objections on security requirements for SCI related projects and programs to the SSO and the FIE Director

  Provide PERSEC related mentoring to junior ASSOs

  Leads and executes projects on behalf of the SSO and FIE Director with notable risk and complexity; develops the strategy for project execution

  Solves unique and complex problems with broad impact on the FIE; requires conceptual and innovative thinking to develop solutions

  Establish and promote working relationships with internal and external partners

  Maintain proficiency relative to DOE and ODNI personnel security policies, procedures orders and directives

  Qualifications

  Minimum Qualifications:

  BS/BA and 9 years of relevant experience -OR-

  MS/MA or higher and 7 years of relevant experience

  Preferred Qualifications:

  Experience as an SSO, ASSO, CSSO, SSR or equivalent for any US government agency or contractor

  Active DOE Q access, TOP SECRET clearance and/or SCI access

  Additional Information

  This position requires the ability to obtain and maintain a federal DOE Q, Top Secret/SCI security clearance.

  Requirements:

  Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

  Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

  Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

  Testing Designated Position

  This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

  HSPD-12 PIV Credential Requirement

  In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

  Mandatory Requirements

  Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.
