Job Description
The Requirements Manager will be supporting the Department of Homeland Security (DHS), Office of Chief Financial Officer (OCFO), Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) in their efforts to transition all DHS headquarters (HQ) and Components to standard business processes and ensuring compliance to federal regulations.
Key Responsibilities
Create and manage Requirements Management Plan
Implement and instill Requirements Management Best Practices into all areas of the Program
Create and maintain Requirements Management Processes and Procedures specific to this Program
Interact well with System Integration efforts
Manage bidirectional traceability of various requirements levels and test scripts/cases
Professional communication with Program Manager and Client Leads
Required Qualifications
Must have five years’ experience as a Requirements Manager;
Must have three continuous years as a Requirements Manager on a Federal Contract;
Communicating with Clients (including ‘C-level’), to ascertain information and provide Program Manager reviewed suggestions and solutions;
Working knowledge of Requirements Management best practices, and be able to provide JPMO with these;
Creating a Requirements Management Plan;
Maintaining a Requirements Management Plan;
Creating and Maintaining Process and Procedures documentation related to Requirements Management;
Managing bidirectional traceability between multiple Requirements levels (including Operational, Enterprise Standard Business, Functional, and lower-level System), as well as test scripts & cases;
Supporting Program and System Integration coordination efforts with Components to define, refine, and update requirements; and
MUST be a team player.

Compensation
$91,242.70 - $150,555.93
The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante’s total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee.
