The Regional Environmental Compliance Manager is responsiblefor monitoring and ensuring the proper management of all aspects offacility environmental compliance as it relates to policies, proceduresand guidelines set forth by GFL and in compliance with all local, stateand federal regulatory authorities. This is a dynamic role that will beworking with facility operations leadership teams to support and providedirection on regulatory and permit Requirements: to drive full facilitycompliance using GFL compliance tracking tools, providing field reportsand working with operations to implement any necessary correctiveactions. Manager will be responsible for relationships with regulatoryagencies, ensuring all reporting is done timely, provide responses toregulatory agencies and review regulations for any changes impacting thebusiness. Manager will be responsible for training operations on permitRequirements:, GFL programs and policies. Additionally, manager will bework periodically with third party consultants managing projects relatedto facility compliance.
Beyond technical environmental aspects, the manager will activelyparticipation in supporting the organization multiple functions ofbusiness including but not limited to project planning and budgeting,accounting, contract negotiation, legal and regulatory interaction,general operations, and maintenance.
Key Responsibilities:
Manages and oversees all aspects of environmental compliance tasks forregulated facilities though SEMS by coordinating and supporting allpermitting, sampling, reporting and recordkeeping functions for theoperations including but not limited to:
o Water programs: stormwater, groundwater, wastewater permitting, SPCCplans, no exposure certifications, POTW relations; Review StormwaterPollution Prevention Plans on annual basis for compliance with federaland state regulations. Coordinate the sampling of storm water and/or itscontracting from an outside source.
o Air programs: air permitting, odor, methane compliance programs.
o Waste programs: work with operations on special waste issues,non-conforming waste issues and any required reporting; working withcommercial team as needed on matters related to local waste issues.
o Auditing of facilities against regulations, permit conditions and GFLprograms and policies including coordination of any follow up correctiveaction planning with operations.
Permitting project management: coordination of efforts betweenoperations, third party consultants/engineers and regulatory agenciesfor new permits, renewals of permits, and any required modifications asrequired by regulations and permit conditions; permitting may includeand require attendance of regulatory meetings, public hearings andcommunity engagement; work through closure/post closure activities asneeded with operations, legal, risk management and third partyconsultants;
Noncompliance events: management of any notices of violation, follow upreporting, communication to leadership; mitigate ongoing risk; managefollow up corrective action planning.
Maintain all required records through the EHS & Compliance trackingsystem and provide regular monthly, quarterly and annual statusreporting data to GFL corporate as requested.
Regulatory Policy Updates: subject matter expert for region related toenvironmental and permitting. Working with third party consultants,associations and government agencies maintain up to date information onregulatory, guidance or policy changes which may impact operations andcommunicate to GFL. May require attendance of meetings, writing ofposition statements or submission of comments to regulatory changes. Provide technical support and expertise in such discussions.
Corp ESH Interactions: Identify compliance risks and strategicallyutilize internal controls necessary to ensure operational, legal and EHS& Compliance risks are effectively managed and minimized; report any andall issues to leadership;
Continuous Improvement: provide technical review on projects, providerecommendations on improvements to safety, design, construction,quality, regulatory compliance, and fiscal responsibility.
Training and Support: provide technical information and training tooperations; provide relief support for key roles as needed, completespecial projects/assignments as required by leadership; provideexpertise on key projects and committees as needed;
Communicate with Operations on overall KPI\'s through SEMS.
Provide feedback and support to other departments within EHS&C and othersupport functions, to assist in improvement of compliance programdevelopment, best management practices, standard work instructions, andoverall improvement to company policies and programs.
Support new acquisition integration as it relates to permitenvironmental functions.
Knowledge, Skills, Abilities and Competencies:
4 year degree in environment, environmental sciences, or relevantexperience.
Minimum 7 plus years of progressive field experience in environmentalmanagement a
