POSITION SUMMARY (职位概述)
The Purchasing Specialist needs to support Head of Procurement, Greater China on category strategies implementation for the assigned indirect categories, mainly for supply chain, facility, real estate, professional services, finance and legal service related categories. This associate gathers data and provides business data analysis for China business to the strategic sourcing process, especially supply chain category. This associate needs to drive sourcing process for assigned categories including RFx, supplier selection and negotiation, and selected implementation activities including procurement aspects of supplier qualification and implementation.
This associate shall have established market intelligence on assigned categories and have enthusiasm to bring value to business. He or she will contribute to the category strategy establishment with high alliance with Business and function stakeholders to drive business growth.
This associate shall manage supplier management activities. The Purchasing Specialist also handles a wide range of two-way communication with and in support of site procurement including, but not limited to support new supplier additions, confirmation on pricing inquiries, communication of changes for contracted items in area of responsibility, first level of escalation on supplier issues.
Performance is measured against agreed cost savings, payment term negotiation and value targets as well as proficiency in the use of the applicable tools for the strategic sourcing process.

KEY RESPONSIBILITIES (主要职责)
Leads implementation of selected aspects of approved sourcing strategies for assigned categories, which may include market intelligence knowhow and analysis, RFx formulation, execution and analysis, supplier selection and negotiation, contracting, and selected implementation activities including procurement aspects of supplier qualification and implementation.Negotiation of supplier contracts, insuring availability for materials or services at optimum quality and cost levelsActively involved in stakeholder engagement through understanding and meeting business needs and requirements through sourcing team activity. Provide consultancy to internal stakeholders with regard to inquiries related to procurement policy, MSA, and suppliers. Deliver training or knowledge sharing to key stakeholders periodically. Conduct regular communication with the key stakeholders and provide suggestions for best practice and market trends.
Conduct business case or data analysis to well support supply chain category project/strategy implementation. Support supply chain RFx data/quotation collection and analysis to well deliver the projects or contract renew with reasonable price and deliver savings.
Carry out any data retrieval, analysis and presentation required, mapping and identify the improvement on category management through the data analysis. Share the strategic insights to achieve productivity by deep diving spend data, benchmarking industrial best practice and monitoring user behaviors etc.
Conduct preferred supplier QBR and drive supplier management and continuous improvement activities for assigned spend area
Ensure adherence to the BD Procurement Policy, Directive, Guidelines and Procurement SOPs.
SKILLS AND ABILITIES (技能)
1. 1-3 years of work experience at least and 1 year above as Procurement role is preferred. Bachelor Degree is required.
2. Result oriented Strong analytical and communication skills, quick learning skills.
3. Ability to influence without direct authority and in a matrix environment
4. IT Systems - SAP/Ariba experience and procurement tools as an advantage 5. Good computer skill (PPT, Excel, Word)
