NATURE OF WORK
This is the initial non-probationary level for all sworn officers afterthey have completed the recruit school, Field Training Officer (FTO)program and 12 month probationary period.
Position requires monitoring and enforcement of the criminal and trafficlaws. Work requires responsibility to react in a thorough andprofessional manner and an ability to deal with the public and observesuspicious activity. Works under direct supervision of the Lieutenant orCaptain.
Within the rank of Police Officer there are various assignments to avariety of functions. However, they are all Police Officers and subjectto transfer based on the needs of service. These special assignments mayinclude: Traffic, Records, Training, Narcotics, Field Training Officer,and D.A.R.E. Officer. See bottom of description for special dutiesassigned to each. However, the other minimum qualifications and workingconditions are the same as Police Officer.
ESSENTIAL JOB FUNCTIONS
1. Patrols all assigned areas of the City checking buildings,bars/private clubs, and residences for suspicious activity to detercrime and to protect lives and property of the citizens.
2. Enforces state and federal laws and City ordinances and City andState traffic laws.
3. Investigates crime scene; talks to or interviews witnesses orvictims; searches for, collects and preserves evidence; participates inline-ups; makes oral or written reports such as criminal complaint formsor narrative reports; testifies in court.
4. Makes arrests on criminal and traffic related offenses at the scene.Executes search warrant and arrest after obtaining sufficient evidenceto arrest.
5. Assists stranded motorists, provides assistance to those who needaid, comfort or who are in distress.
6. Determines if a person is in danger to self or others and theirability to provide for their lifes daily needs, evaluates their mentalstability, performing and Emergency Order of Detention if needed.
7. Investigates traffic accidents. Assists with jail responsibilities:booking and fingerprinting; may back-up dispatch for meal relief, mayback-up animal control officers. May assist Detective in diverse tasksinvolving the recognition, collection, and analysis of evidence andinformation.
8. Speaks before citizens and citizens groups; participates in variousin service training; communicates with other law enforcement personnelin various agencies and with the City/District Attorneys office.
9. Must demonstrate proficiency with firearms and with physical defensetechniques to defend self and others.
10. Performs other duties as assigned.
EDUCATION, TRAINING AND EXPERIENCE REQUIRED:
To be eligible for Recruit Police Officer: Must be 21 years old.Although Police Officer is an entry level position, the incumbent mustcomplete 12 months of probation and complete both written and practicalknowledge and field training under the direct supervision of a fieldtraining officer. Must pass local comprehension/aptitude tests,practical exams, MMPI-2/CPI or related psychological performance tests;must have passed a comprehensive background investigation; must havecompleted other interviews, polygraph, drug test or other exams. Mustpass the State Police pension board exam. Must be able to obtain CLEETcertification and pass the firearms qualifications and physical defenseexams, etc.
Must be a resident of the State of Oklahoma and possess a high schooldiploma or G.E.D. Must not have been convicted of a felony or amisdemeanor of moral turpitude or have pending criminal actions. Mustnot be a current user of controlled substances. Must demonstrate boththrough background investigation, interviews, and other tests thathe/she is suited for the job of Police Officer.
KNOWLEDGE SKILLS AND ABILITIES
Ability to operate two-way radio, handheld portable radio in fieldsituations, and to operate effectively radar equipment, breathalyzer, incar computer, etc. and to perform routine preventive maintenance onvehicle.
Ability to read, understand and interpret ordinances, laws, and otheroperating procedures and communicate orally and in writing; ability toinvestigate crimes and make reports.
Ability to draw / read maps and diagrams.
Ability to drive vehicle both safely and efficiently while under stressto communicate information on the radio, pursue violators, or handleemergency situations.
Ability to deal effectively with the public using tact and diplomacy andremain calm in emergency situations. Ability to diffuse a potentiallyvolatile situation.
Ability to make split second decisions that could affect the life andproperty of the public, department, fellow employees as well as theofficers safety.
Ability to locate places on a map, receiving radio instructions, and toprovide directions to others.
Must possess self confidence; ability to lead or take charge of asituation and to make proper decisions.
Willingness to work with others and follow orders or allow a superiorofficer(s) or other trained experts to take charge as required. Must beflexible in dealing with situations.
