ARServices is supporting the MyNavy HR Transformation initiatives. We are in progress to ensure that most Navy Military payroll activities, currently performed by the Defense Finance Accounting Agency (DFAS) in a legacy pay system, are effectively transitioned to the use PeopleSoft-based Navy Personnel and Pay (NP2) system. The Navy will transition from reliance upon DFAS’s legacy pay system (Defense Joint Military Pay System (DJMS)) to the new (NP2) system currently in development. The Navy is developing NP2 as a tool to streamline and enhance Sailor pay and benefit support. NP2 integrates both Active and Reserve personnel actions and pay functions into a seamless system incorporating new capabilities and process improvements.
Ongoing MyNavy HR Transformation initiatives include the standup of a Navy Payroll Operations (PAYOPS) organization. PAYOPS Oversight and the military payroll sections of the PERS-704 branch within OPNAV N10 will oversee the following payroll operations development/transition efforts:
• Business Process Documentation/Plan
• Organizational Change Management
• Business Process Automation
• Project Management
• Tiered Service Provider
• Business Operating Model
• Process Cycle Memorandum
• Business Operational Metric Reporting
• Enterprise Risk Management/Internal Controls
• Data Integrity/Cleansing/Migration
Requirements
ARServices is seeking an Analyst to support this critical Navy mission. In this role, you will provide support to the development, training, coordination, procedural workflows, and test/validation activities to implement the Navy Personnel and Pay and Navy Enterprise Resource Planning systems, in addition to business process improvements of the new Payroll Operations functions. You will develop Payroll Operations policies and procedures; create and update Standard Operating Procedures (SOPs); identify and verify all internal controls in compliance with Financial Improvement and Audit Readiness Guidance; document risks and develop risk mitigation steps to new or existing Corrective Action Plans (CAPs). The resource(s) shall develop Business Operating Model and Process Cycle Memorandum(s); business operational metric reporting; perform data validation/cleansing/ migration; and research and develop business process automation solutions.
The successful candidate will have a Bachelor’s degree with 10+ years of related experience, and be a U.S. Citizen who has a Secret clearance. Prior military experience desired, but not required.
