Summary
As a member of the University's Office of Vice President and General Counsel (OGC), the Managing Regional Associate General Counsel (Managing Regional AGC) represents OGC and serves as the primary legal point of contact for the leadership team of the U-M Health Regional Network. The Managing Regional AGC will coordinate the efficient delivery of legal services by (1) managing Regional AGCs and paralegals as to their assigned local facilities; and (2) working collaboratively with System Associate General Counsel and other attorneys and paralegals throughout OGC in their respective areas of subject matter expertise.
Organizational Scope:
The Managing Regional AGC's scope includes all entities of the U-M Health Regional Network, including UM Health West, UM Health Sparrow and the Regional Medical Group and Physicians Health Plan (PHP).Organizational Relationships:
The Managing Regional AGC reports directly to the Associate Vice President & Deputy General Counsel (Deputy GC) and has a dotted line report to the President of the U-M Health Regional Network.
Communicates regularly and maintains positive, purposeful relationships with University and Michigan Medicine leadership.
Responsibilities*
In coordination with and at the direction of the Deputy GC
Collaborates with U-M Health Regional Network leaders and OGC to ensure delivery of timely, high-quality legal support of the U-M Health Regional Network.
Supervises Regional Associate General Counsels and paralegals.
Coordinates the delivery of subject matter expertise by working collaboratively with System Associate General Counsels and other attorneys and paralegals throughout OGC.
Manages, supports, and guides a team of lawyers and legal professionals and promotes collaboration and teamwork.
Maintains a cost-effective staffing structure for the Regional Network that focuses on lean operations and organizational integration.
With approval from the Deputy GC, engages and supervises outside counsel serving the U-M Health Regional Network and manages and stewards the delivery of legal services consistent with OGC expectations and the approved legal budget.
Handles a variety of substantive governance and transactional matters.
Participates in meetings of the U-M Health Regional Network leadership and stays informed of and engaged in strategic goals of the U-M Health Regional Network.
Supports the Chief Compliance Officer in conducting risk assessment associated with activities of the U-M Health Regional Health Network.
Timely updates and informs the Vice President and General Counsel, Deputy GC, and U-M Health Regional leadership on significant legal, regulatory, and misconduct-related matters arising in the U-M Health Regional Network.
Maintains awareness of and shares with clients significant developments in areas of law affecting the University and the U-M Health Regional Network by keeping current on legal literature, networking with other attorneys, and attending conferences and seminars.
Interprets and explains policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
All other tasks as assigned.

Required Qualifications*
Education:
Juris DoctorExperience:
An outstanding record of achievement with at least ten years experience practicing healthcare law.
Experience and knowledge of healthcare fraud & abuse and antitrust laws.
Experience and knowledge of integrated healthcare delivery systems, including the following core functions: hospitals, physician clinics, ambulatory sites, joint venture relationships (including physician/hospital joint ventures), pharmacy, telehealth, clinically integrated networks, tax-exemption, and governance.
An outstanding record of being a solution-oriented team player and strategic business partner dedicated to managing and reducing potential risk and exposure while furthering strategic objectives and contributing broadly as subject matter expert.
Work Locations
The incumbent may have their primary office location at any one of the MM OGC office locations (e.g., Ann Arbor, Lansing, Grand Rapids). The incumbent should expect regular travel among the MM OGC offices to be fully informed of issues across the institution, to effectively supervise staff in Lansing and Grand Rapids, and to meet the needs of U-M Health Regional Network leadership. The OGC follows a hybrid model with onsite, in-the-office presence required at least Tuesday, Wednesday, and Thursday of each week.
