  DESCRIPTION

  THE COMMUNITY

  The City of Long Beach is located south of Los Angeles and adjacent to Orange County, making it an idyllic location with oceanside activities, diverse culture, and a unique economy. Long Beach is home to approximately 470,000 residents living across the area’s 51 square miles, including 169 parks with 26 community centers and many public spaces. This community is one of the most diverse in the United States, making it an excellent place to learn about and immerse yourself in various cultures. When you live in Long Beach, you get to enjoy the Southern California climate all year long, making surfing, hiking, golfing, and other outdoor activities popular in this area. Biking is a favorite pastime among residents, as this area is bike friendly. Walking around town is also easy, considering the City was rated the 10th “Most Walkable City” of over 100 cities globally. Long Beach features six miles of beaches and many parks and public spaces, as well as the Long Beach Convention Center, Aquarium of the Pacific, Queen Mary, and the annual IndyCar Acura Grand Prix of Long Beach.

  CITY GOVERNMENT

  The City of Long Beach is a charter city that is governed by nine City Council members elected by districts and a City-wide elected Mayor. The City Manager is appointed by the City Council and oversees 15 City departments, including the Department of Health and Human Services. The City operates on a budget of $3.2 billion and employs approximately 6,048 full-time staff. Long Beach is one of only three cities in California with its own health department and one of the very few municipalities with its own water and gas departments.

  CITY MANAGER'S OFFICE

  The City Manager's Office has 58.31 (FY23) full and part-time employees focusing on City Council support, executive management, intergovernmental relations, public affairs, special events and filming, cannabis oversight and equity, climate action and sustainability, ethics and transparency, and the Office of Equity. The mission is to implement programs in accordance with City Council policies, and the City Charter and Municipal Code, while providing organizational leadership for effective delivery of services to the community. The City Manager's Office manages a budget of $27.1 million.

  The Office of Government Affairs includes a Government Affairs Analyst, part-time administrative support, seasonal interns, and is responsible for producing and delivering legislative relations for the City of Long Beach. The Office works to compile current information on regional, state, and federal legislative matters and disseminate pertinent legislative information to City leadership in a clear and succinct manner. The Office also provides elected officials, management staff, and departmental partners with timely information, analyses, technical assistance, and recommendations regarding various legislative issues and related intergovernmental activities. The Office oversees the City’s contracts with state and federal lobbyists, coordinates the City’s legislative advocacy trips with elected officials, and maintains relationships with regional governmental partners and advocacy organizations.

  EXAMPLES OF DUTIES

  THE POSITION

  The Strategic Partnerships and Government Affairs Manager is a critical, high-level position in the City that reports to the Deputy City Manager overseeing the focus area theme of Strategic Governance and Policy in the City Manager’s Department. The Strategic Partnerships and Government Affairs Manager is responsible for managing the Office of Government Affairs, overseeing contracts with state and federal lobbyist firms, and is instrumental in driving the City’s legislative and funding advocacy strategies and efforts. The Strategic Partnerships and Government Affairs Manager represents the City at regional boards, coordinates the development of legislative and funding priorities, and ensures that the City’s priorities are carried out through advocacy. This position manages the coordination between City departments and the City’s legislative delegation members at regional, state, and federal levels, and at times leads interdepartmental coordination for City policy issues. This position may also lead or support special projects related to the broader Strategic Governance and Policy focus area and the implementation of associated 2030 Strategic Vision themes with City department partners. This position operates in a highly sensitive and political environment, dealing directly with the Mayor and City Council, City Leadership, federal and state elected officials and appointees, and the media.

  THE IDEAL CANDIDATE

  The ideal candidate will have the proven ability to lead, solve problems, think strategically, and skillfully communicate with various stakeholders with tact, discernment, a high level of political insight and sensitivity, and the ability to exercise good judgment. The candidate must be able to successfully adapt their approach to Long Beach’s political, organization, and people environment. The candidate must have the ability to foster a strong working relationship and develop the confidence of the Mayor, City Council, City Manager, and Departments.

  The ideal candidate must have outstanding verbal and written communication skills, committed to transparency and information-sharing, and be comfortable public speaking with groups at all levels of the organization as well as external partners. The candidate will also be able to skillfully facilitate discussions, promote collaboration, and engage in creative problem solving, particularly with subjects that may have multiple perspectives and differing opinions on approach.

  The ideal candidate will also be highly organized, detail-oriented, capable of handling multiple deadlines and projects in a fast-paced environment, able to quickly prioritize and shift priorities as needed. The ideal candidate is adaptable and flexible when priorities and circumstances shift, while maintaining effective communication and positive working relationships at all levels of the organization.

  The ideal candidate will be skilled in detailed analysis of policies, in order to accurately translate impact to City’s budgets and operations, as well as determine appropriate advocacy or implementation actions for the City. Candidates should have knowledge of a complex full-service municipal organization. Candidates should also have knowledge of the City’s relationship with regional organizations such as the Gateway Cities Council of Governments, Southern California Association of Governments, the League of California Cities, and the Southern California Air Quality Management District.

  The ideal candidate will have a participative and inclusive management style that is hands-on, embraces the ideas and contributions from others, and is committed to developing the growth and supporting the success of the intergovernmental affairs team, fostering a strong spirit of collaboration throughout the City.

  Duties of this position may include, but are not limited to:

  Oversee the Office of Government Affairs

  Spearhead the development and implementation of the City’s strategy advocacy plan, annual update to the City’s legislative agenda, and legislative analysis and position letter writing process

  Initiate and lead efforts to enact legislation that advances the City’s objectives

  Manage relationships with the City’s delegation offices and regional governmental partners

  Provide timely information to elected officials on policies, legislation, and regulations that impact City operations and priorities

  Coordinate the City’s advocacy trips to Sacramento and Washington, DC

  Manage and administer federal and state lobbyist contracts, overseeing procurement of contracts and working with lobbyists to ensure achievement of City’s goals

  Coordinate the development of the City’s priority projects list and earmark applications

  REQUIREMENTS TO FILE

  Education:

  Bachelor’s Degree from an accredited college or university; preferably in Political Science, Public Administration or closely related field. Experience:

  Five (5) years of recent, progressively responsible experience in intergovernmental relations, legislative matters, and/or analytical work, including two (2) years of supervisory experience. Desirable Qualifications:

  A master’s degree in business or public administration;

  Experience with State, Federal, and regulatory issues;

  Experience working in a public agency.

  Employee Benefits

  The City of Long Beach offers its employees opportunities to grow personally and professionally. As a permanent employee, you are eligible to receive fringe benefits that include:

  Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.

  Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The city pays major portion of the premium for employee and dependents depending on the health/ dental plan selected.

  Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.

  Disability Insurance: City-paid short-term and long-term disability insurance.

  Management Physical: Annual City-paid physical examination.

  Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.

  Executive Leave: Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.

  Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.

  Holidays: Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.

  Transportation Allowance: $450 per month.

  Deferred Compensation Plan: Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation). City contributes 1% of employee's base pay to the employee's 401(a) plan; effective September 30, 2022, the City will contribute 2% of employee's base pay to the employee's 401(a) account. Employees may opt to contribute up to the IRS annual limits as well.

  Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.

  Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).

  Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
