Summary The incumbent serves as a Data Analyst for the Veteran and Employee Experience Program, performing a variety of management support functions and serving as the data expert for Veteran and Employee Experience related activities in support of the Executive Leadership Team. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Provides consultation to facility staff on how to access various facility reports using the proper data sources. Displays customer relations skills through effective communication (written and verbal) with internal and external customers. Communicates complex factual and procedural information, orally and in writing, to the appropriate senior manager, board, committee, or service by preparing briefing materials, graphs, reports, and correspondence. Presents statistical analyses of validated data interpreted and reported to leadership for long range and short-range strategic planning of clinical operations. Promotes patient and employee experience principles that have been integrated with lean management/performance improvement throughout the health care system. Advises management on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source and information management tools. Provides detailed and timely information on patient experience metrics (Press Ganey, SHEP, V-Signal, PATS, AES etc), access, workload, satisfaction, and performance measures for leadership. Extracts, analyzes and presents information from various sources to leadership team. Performs system test and validation processes to ensure that the data sources are accurate and reliable and prepares recommendations for changes if necessary. Utilizes data mining technology to search large volumes of data using statistical classification algorithms, association rules, and cluster analysis. Extracts data is organized in database management systems such as Microsoft Access, Microsoft SQL Server, Oracle, etc. Develops data models based on the knowledge of various architecture platforms (e.g., Oracle, SQL server, VISTA, Share Point, Microsoft Access) involving relational and hierarchical database structures (e.g., ER diagram, primary key, secondary key, data files, sub-files, pointer relations, etc.). Serves as a subject matter expert and knowledge resource to collect and analyze data through the Data Warehouse, AES, VSSC, SPARQ, SAIL, VistA, Patient Advocate Tracking System (PATS), the Survey of Healthcare Experiences of Patients (SHEP), Signals, Pyramid and other data repositories. Analyzes data retrieved from various sources to assist the Health Care System in the preparation of briefing materials, graphs, reports, and correspondence. Conducts special studies and surveys, including VACO or external healthcare organizations, regarding collection and review of automated data and information technology issues. Creates health care system databases and dashboards to resent information to staff of key performance indicators (KPIs). Employs both descriptive and inferential statistics to describe a collection of data, recognize patterns, and draw inferences about the population being studied. Develops quality standards for new processes that can be analyzed both quantitatively and qualitatively. Qualifications To qualify for this position, you must meet one of the following criteria: SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Management Analyst, GS-11. Specialized experience conducting studies, data extraction (programming) techniques, data and statistical analysis techniques, operations research techniques (e.g., simulation, linear programming), high-level computer languages (C++, JavaScript, HTML, Macros, Python), and interactive database manipulation. OR SUBSTITUTION OF EDUCATION: Three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. Qualifying education would include a major in a health science, allied scientific or information technology field such as health informatics, information science, health care administration, computer science, individual and public health care, or biomedical research.
