Responsibilities You will serve as a MANAGEMENT ANALYST (MILITARY MANPOWER) in the MILITARY MANPOWER DIVISION, MANPOWER AND PERSONNEL DIRECTORATE, COMNAVSURFLANT, NORFOLK, VA. You will establish manpower requirements and staffing criteria for the command. You will conduct comprehensive manpower and organizational analysis of a wide diversity of organizations, functions and work processes. You will review and implement changes to organization and resource controls/programs, and/or benchmark studies. Requirements Conditions of Employment Qualifications GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience maintaining DoD Total Force Manpower Requirements Program Management. Experience with DON PPBE (Planning, Programming, Budgeting, Execution). Experience developing relationships with OPNAV, Fleet, and key stakeholders to fully understand Type Commander (TYCOM) needs and develop courses of action to minimize/mitigate impacts. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Experience reviewing databases (ex TFMMS, FLTMPS etc), input and extract critical information; Experience utilizing data to formulate strategic plans to obtain funding across the FYDP. Experience utilizing various MS Software Suite (Word, Excel, Powerpoint, etc.).
