Job Description
The Iowa Department of Revenue’s Financial Services Division is seeking aManagement Analyst 3. The Financial Services Division ensures the accurate accounting of state revenue collection and departmental expenses, while collaborating with leadership to manage the Department’s budget effectively. Additionally, this division:
Provides centralized accounting services for Lottery, Alcohol and Tax
Coordinates department procurement for Liquor Operations
Manages financial audits
In this position you will:
Develop reports using querying tools to provide analysis of data within various systems, and increase productivity by developing automated accounting applications
Analyze financial information to produce forecasts of business, industry and economic decisions for use by senior management
Recommend process adjustments and spending efficiencies to Lottery management by analyzing and interpreting data, making comparative analyses and identifying trends
Assist with the annual budget
Work with CFO and other finance department staff to provide monthly analysis of financial results
Assist senior management on finance matters including performance, reports, presentations and analysis, as well as provide analysis and input on payment information, lottery gaming system information and general ledger information to allow for better decision processes
Monitor and evaluate performance of lottery sales by game, provide analysis and financial tracking
Assist CFO in responses to information requests and process reviews throughout the Lottery to identify areas for improvement in efficiency
Assist with development and maintenance of division policies and procedures manual
Provide support for the State of Iowa data sharing programs as the agency data coordinator for the Iowa Lottery
Perform the Finance division level of review of the Lottery games’ draft artwork, prize structures and working papers
Preference will be given to candidates with the following:
Experience producing forecasts of business, industry, and economic decisions
Experience analyzing and interpreting data, making comparative analysis and identifying trends
Experience managing projects to improve processes and procedures
Accounting experience

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
All of the following (a and b):
Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
All of the following (a, b, and c):
One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
